Description
SYNOPSIS: THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR QUOTE (RFQ). THERE WILL NOT BE A SOLICITATION OR SPECIFICATIONS AVAILABLE AT THIS TIME. This sources sought notice is being published to identify potential sources capable of development and implementation of a two (2) day training course entitled, Building Science Fundamentals. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Naval Facilities Engineering Command (NAVFAC), Atlantic, implied or otherwise, to issue a solicitation or ultimately award a contract. An award will not be made on offers received in response to this notice. The Government is not responsible for the cost associated with any effort expended in responding to this notice. Requested Information. 1. Name and brief description of the responding firm. Respondents should include information as to whether or not the firm is a small business under North American Industry (NAICS)code 611430, Professional and Management Development Training. The Small business size standard under NAICS code is $11.0 million. If a small business concern, please also provide information on which, if any; of the sub-categories of small business (certified by SBA as a HUBZone, SB, self-certify as either a SDB, WOSB, VOSB, and/or SDVOSB) you qualify. 2. Provide a capabilities statement exhibiting the companys ability to meet the minimum requirements listed below. Project Title: Training Building Science Fundamentals, On-Site Type of Product: On-Site Training The training material shall be delivered by no more than two (2) persons. All personnel shall have a minimum of twenty (20) years of discipline experience in the field of Building Science and Building Enclosure Design. The course will be delivered on-site at three locations to be determined. NAVFAC Atlantic/Mid-Atlantic in Norfolk, VA NAVFAC Pacific/Hawaii in Honolulu, HI NAVFAC Southwest in San Diego, CA The course will be delivered during the 4th Quarter of FY16 (between July 1, 2016 and August 15, 2016). The specific date will be coordinated following award of this contract. Additionally as three options, the two-day course will be offered at the following locations: NAVFAC Northwest in Seattle, WA NAVFAC Southeast in Jacksonville, FL NAVFAC Washington, in Washington, DC If exercised, all three options would be executed in the 4th Quarter of FY 16 (between July 1, 2016 and September 31, 2016). The specific date will be coordinated following award of this contract. The course shall be provided and presented using electronic tools Microsoft PowerPoint, compatible with the 2010 version and actual software used in the analysis of Building Enclosure Commissioning. Course materials shall be provided in advance in electronic (PDF) format. No printing of hard copy files will be required. For purposes of this scope, the course size will consist of thirty (50) students at each location but the number of individuals in attendance at each location shall not be limited. Provided training shall be certified so that hours can be used as CEU/PDHs towards state licensure requirements. The training sessions will be broadcast via DCS and the session in Norfolk, VA shall be video recorded with video as a deliverable to NAVFAC Atlantic. THIS COURSE WILL INCLUDE BUT NOT BE LIMITED TO THE FOLLOWING TOPICS: Overview and Principles of Building Science Environmental Separation Climatological Factors Exterior Building Systems and Materials Walls, Roofs, Floors Heat Transfer Through Exterior Systems o Heat Transfer Mechanisms (radiation, conduction, convection) o Insulation Systems o Thermal Bridging o Diagnostics Wall Rain Control o Barrier Walls o Cavity Walls o Rain Screen Walls Moisture Vapor Control o Vapor Transport Mechanisms o Understanding Dew Point and Condensation o Vapor Barriers vs. Vapor Retarders o Hygrothermal Modeling Slabs and Flooring o Foundation Systems o Under Slab Insulation o Supported Floor Insulation o Ventilated vs. Conditioned Crawl Space o Impact on floor finishes HVAC Considerations o Ventilation Rates o Humidity Control o Central vs. Distributed Systems Building Pressurization and Indoor Air Quality o 3D Airflow Networks o Stack Effect o Controlling Pressure and Pathways o Pollutant Sources Building Enclosure Retrofit o Interior and Exterior Approach o Freeze Thaw Considerations o Foundations Resources Building Enclosure Commissioning The following is an outline of the anticipated steps required to execute the Navy Building Science Fundamentals training course: Additional Information and Submittal Instructions The response to this Sources Sought is due on Friday, May 20, 2016, 2:00PM EDT via email. The response to this Sources Sought Notice must be complete and sufficiently detailed to allow determination of the firms qualification to perform the defined work. The response is not to exceed 8 double sided pages, using 12 pt Times New Roman font with margins on standard 8-1/2 by 11 inch paper. Responses to this Sources Sought Notice is not required in order to respond to any future RFQ that may follow. However, information gathered through this Market Research/Sources Sought may significantly influence RFQ development. Answers to questions concerning this Sources Sought Notice will be made available to all responders. Electronic submissions shall be e-mailed to Rochelle Lee at rochelle.lee@navy.mil and must be received no later than 20 May 2016 at 2:00PM EDT. Late responses will not be accepted.
