Description
This project is being solicited under AFFARS MP5332.7. Funds are not currently available for this project, and no award will be made until funds become available. The Government reserves the right to cancel the solicitation, either before or after the proposal closing date with no obligation to the offeror. FAR clause 52.232-18, Availability of Funds will be incorporated into the solicitation. This synopsis is for the construction of the Add/Alter 14th Weapons Squadron Bldg 91048 on Hurlburt Field, FL. The contractor shall furnish all labor, materials, tools, supervision, and equipment to perform all operations necessary to accomplish all work as shown on the drawings and specifications. The general work includes, but not limited to the following principal features: Base Bid: Base Bid scope of work includes the construction of a new addition to the east end of the existing 14 WPS, Building 91048. The approximate 1,725 sf addition will include a classroom with seating for up to (9) students, and an instructor workstation. In addition, (6) instructor cubicle workspaces will be provided in an adjacent open office area. A mechanical room will also be constructed as part of the addition, and the existing facility chiller replaced with a new, larger unit to provide capacity for the addition. Construction materials, finishes and systems will match the existing facility and will include concrete slab-ongrade, structural steel framing, light-gauge metal stud partitions, concrete masonry veneer, standing seam metal roof, and the extension of all other existing infrastructure and utilities to support the addition. Bid Option 1: Bid Option scope of work includes reconfiguration of existing toilet facilities to establish a dedicated unisex toilet within the secure portion of the existing facility. This will provide additional restroom capacity to support the planned program expansion. This acquisition will be set aside for Service Disabled Veteran Owned Small Business offerors only. The North American Industry Classification System (NAICS) code for this project is 236220 with a size standard of $33.5M. This contract will be awarded in accordance with FAR Part 15, Negotiated Procedures. The Government reserves the right to award a contract to other than the low proposed price. Performance period is 395 calendar days. The contract will be a single award, Firm-Fixed-Price type contract. Two (2) contract line item numbers (CLIN) will be incorporated into the contract. One (1) CLIN for New Construction and one (1) Bid Option CLIN for Reconfigure Existing Toilet Facilities. CLIN 1 of this project is subject to P341 statutory limitations in accordance with 10 U.S.C., Chapter 169 §2805(a), the Unspecified Minor Construction authorization limitation is $1,000,000.00. Estimated magnitude for the total project is between $500,000 and $1,000,000. Payment and performance bonds will be required within ten (10) days of contract award. The work is required in support of the 1 st Special Operations Civil Engineer Squadron. The issuance date for this solicitation is projected to be on/about 24 May 2016. Prospective contractors must be registered in the System for Award Management (SAM) Database prior to award of a government contract. Offerors are further advised that failure to register in the SAM Database will render your firm ineligible for award. Registration requires applicants to have a DUNS number. Recommend registering immediately in order to be eligible for timely award. This solicitation will be available ONLY via the Internet at the following address: http://www.fbo.gov.
