Description
SYNOPSIS: THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR QUOTE (RFQ). THERE WILL NOT BE A SOLICITATION OR SPECIFICATIONS AVAILABLE AT THIS TIME. This sources sought notice is being published to identify potential sources capable of development and implementation of a two (2) day training course entitled, Seismic Design of Piers and Wharves. The course in general terms will cover the significant topics for Seismic Design of Piers and Wharves as outlined in UFC 4-152-01 Design: Piers and Wharves, ASCE/SE) 7-10 Minimum Design Loads for Buildings and Other Structures, and ASCE / COPRI 61-14 Seismic Design of Piers and Wharves. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Naval Facilities Engineering Command (NAVFAC), Atlantic, implied or otherwise, to issue a solicitation or ultimately award a contract. An award will not be made on offers received in response to this notice. The Government is not responsible for the cost associated with any effort expended in responding to this notice. Requested Information. 1. Name and brief description of the responding firm. Respondents should include information as to whether or not the firm is a small business under North American Industry (NAICS)code 611430, Professional and Management Development Training. The Small business size standard under NAICS code is $11.0 million. If a small business concern, please also provide information on which, if any; of the sub-categories of small business (certified by SBA as a HUBZone, SB, self-certify as either a SDB, WOSB, VOSB, and/or SDVOSB) you qualify. 2. Provide a capabilities statement exhibiting the companys ability to meet the minimum requirements listed below. Project Title: Training Seismic Design or Piers and Wharves Type of Product: On-Site Training The course shall utilize hands-on examples demonstrated by the instructors and also examples worked by the participants. It is anticipated that the training material can be delivered by two (2) persons. All personnel shall have a minimum of ten (10) years of discipline experience in the field of waterfront, coastal, and seismic engineering. The course will be delivered on-site at a location To be Determined at Norfolk Naval Station, in Norfolk, Virginia. The course will be delivered during the 1st Quarter of FY17 (between October 1, 2016 and December 31, 2016). The specific date will be coordinated following award of this contract. Additionally there may be six (6) options, a two-day course may be offered at NAVFAC Southwest in San Diego, CA; NAVFAC Pacific in Honolulu, HI; NAVFAC Southeast in Jacksonville, FL; NAVFAC Northwest in Seattle, WA, NAVFAC FAR EAST in Japan, and NAVFAC EURAFSWA in Naples, Italy. If exercised, all six options, would be executed in the 1st and 2nd Quarters of FY 17. A seventh (7th) option may be offered, the development and reproduction of a Seismic Design of Piers and Wharves Code Master (Quick Reference) for the students. The course shall be provided and presented electronically utilizing Microsoft Powerpoint, compatible with the 2010 version. Course materials shall be provided to each student consisting of a hard copy of the presentation and all corresponding course materials. For purposes of this scope, the course size will consist of thirty (30) students at each location, with the exception of Naval Station Norfolk. At Naval Station Norfolk, the trainer shall consider a total of forty five (45) students. The course pack shall be bound, in color and shall display no more than two slides per page. A CD with all of the course and presentation material shall also be included in each course pack. Provided training shall be certified so that hours can be used as CEU/PDHs towards state licensure requirements. The training sessions will be broadcast via DCO and the session in Norfolk, VA shall be video recorded with video as a deliverable to NAVFAC Atlantic. Conference space will be provided by the Navy, however, the AE shall be prepared with a lap top and projector as is required to deliver the training. THIS PROJECT WILL CONSIST OF BUT NOT LIMITED TO THE FOLLOWING TOPICS: General oDefinition of terms oHistorical perspective on Code Development Seismic Performance Requirements and Criteria Design Approach Structural Dynamics Overview Overview of Structural Systems (Steel, reinforced concrete, prestressed concrete, hybrid systems, plumb pile, batter pile, isolation systems, etc.) Geotechnical Considerations, Soil Structure Interaction and Design Forced Based Design Displacement Based Design Design and Detailing Considerations Ancillary Components Use of Batter Piles Ground Motions Liquefaction Hydrodynamic Mass General Design Considerations and Environmental Conditions Structures on Pile Supported Pier or Wharf Seismic Base Isolation Performance Based Seismic Design Examples The following is an outline of the anticipated steps required to execute the Navy Seismic Design of Piers and Wharves training course: Kick-off Meeting: Conduct a Kick-off meeting with the representation from the Vendor. This meeting will be conducted at NAVFAC Atlantics offices at the Lafayette River Annex in Norfolk, Virginia. This meeting shall be executed within 10 working days of the contract award. The focus of this meeting will include: Review the project scope Confirm schedule Develop and Finalize Course Outline Pre-final Presentation / Dry Run: A Pre-final Presentation / Dry-run rehearsal shall be provided a minimum of three (3) weeks prior to the course date to validate material, presentation and duration. This will be executed at the Vendors office. Government comments and feedback will be provided immediately. The Vendor shall provide a written record of government comments. Final Presentation: A Final Electronic Version of the training shall be provided to the Government a minimum of two (2) weeks prior to the course date to ensure comments noted during the Pre-final presentation have been adequately addressed. Training: The Seismic Design of Piers and Wharves training course shall be executed within the 1st and 2nd Quarters of FY17 in accordance with project scope. The Vendor shall ensure that student course feedback is taken from each student at the end of the course and that comments are compiled and provided to the Government Project Manager. After Action Review (AAR): Vendor shall participate in an After Action Review with the Government Project Manager to review student feedback to make adjustments to the course material as is required. The AAR will be executed telephonically. Meetings Kick-off meeting (NAVFAC ATLANTIC) Pre-final Presentation / Dry-run rehearsal (Vendors Office) Final Presentation (Electronic) Training (NAVFAC MIDATLANTIC) After Action Review (Telephonic) Additional Information and Submittal Instructions The response to this Sources Sought is due on Friday, May 20, 2016, 2:00PM EDT via email. The response to this Sources Sought Notice must be complete and sufficiently detailed to allow determination of the firms qualification to perform the defined work. The response is not to exceed 8 double sided pages, using 12 pt Times New Roman font with margins on standard 8-1/2 by 11 inch paper. Responses to this Sources Sought Notice is not required in order to respond to any future RFQ that may follow. However, information gathered through this Market Research/Sources Sought may significantly influence RFQ development. Answers to questions concerning this Sources Sought Notice will be made available to all responders. Electronic submissions shall be e-mailed to Rochelle Lee at rochelle.lee@navy.mil and must be received no later than 20 May 2016 at 2:00PM EDT. Late responses will not be accepted.
