- This is a SOURCES SOUGHT SYNOPSIS. No proposals are being requested or accepted with this synopsis. The U.S. Army Corps of Engineers, Mobile, Al (USACE) is seeking information regarding capability and availability of potential contractors to perform an Indefinite Delivery Indefinite Quantity Task Order Contract for aerial spraying of aquatic weeds, in support of the U.S. Army Corps of Engineers Tennessee-Tombigbee Waterway A determination regarding the potential for small business set-asides will be based on the information and interest received as a result of this notice. The purpose of this sources sought synopsis is to determine the availability of qualified contractors to perform these services to include Certified Small Businesses, 8(a) contractors, HUBZone Certified Small Business Concerns, Service Disabled Veteran Owned Small Businesses, Small Disadvantaged Businesses, Women- Owned Businesses, and Large Business Concerns. The primary North American Industrial Classification System (NAICS) Code applicable to these requirements is 115310. The Small Business Size Standard is $7.5 million. Responses to this Sources Sought Synopsis will be used by the government in making appropriate acquisition decisions. USACE, anticipates a future procurement in fiscal year 2016 for using a helicopter to spray herbicide primarily onto floating water hyacinths, but also Cuban Bull Rush (Oxycaryum cubense), alligator weed, salvinia and possibly some other aquatic weeds. The contractor shall provide the helicopter, chemicals, all other materials, and all labor necessary to perform the work to initially treat up to 4,000 acres with the option to treat an additional 4,200 acres at various locations on Demopolis, Gainesville, Aliceville, Columbus, Aberdeen Lakes, Amory, Wilkins, Fulton, Rankin, Montgomery Pools, Bay Springs Lake, and The Divide Section, Tenn-Tom Waterway in Greene, Sumter, Marengo and Pickens Counties in Alabama, Lowndes, Clay, Noxubee, Monroe, Tishomingo, Lee, Prentiss, and Itawamba Counties in Mississippi. This contract will also require Forestry site prep of approximately 159 acres during the base year and Option year 1 at Ward Bayou in Jackson County, Mississippi. Contractor will be required to provide a helicopter and all labor required for aerial application of granular herbicides that will be provided by the government. Application rates for this item (granular herbicides) will vary, depending on water depth. Actual application rates may range from nine (9) pounds per acre to forty four (44) pounds per acre. The average application rate for this procedure should be approximately twenty (26) pounds per acre. The contractor furnished equipment must be capable of meeting these minimum guidelines. The Contractor may be required to perform like tasks on Wildlife Mitigation Lands as required above in the following counties: Mississippi - Sharkey, Issaquena, Warren, Neshoba, Lauderdale, Jackson and Winston County. Alabama - Baldwin, Mobile and Lowndes County This is a Market Research Sources Sought Notice only. No award will result from this Sources Sought Notice. There is no solicitation available at this time; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in accordance with the Federal Acquisition Regulation and its supplements. It is the contractor's responsibility to monitor the Government Point of Entry for the release of any solicitation. Responses to this Sources Sought Notice will be used by the government in making appropriate acquisition decisions. RESPONSE INSTRUCTIONS Responses are requested with the following information: 1. Contractor's name, address, points of contact with telephone numbers and e-mail addresses. 2. Business size/classification (to include any designations such as, Small Business, HUBZone, Section 8(a) contractor, Service Disabled Veteran owned Small Business, Small Disadvantaged Business, Women Owned Small Business, Large Business Concern, etc.) Shall be indicated on first page of submission. 3. Contractor shall identify the percentage of items sold in the commercial marketplace and the percentage of items sold to government agencies. 4. Documentation should be submitted with the following considerations: Describe your capability and experience in helicopter aerial spraying of chemicals, and Forestry site preparation Describe your experience and ability to mobilize helicopter to multiple locations. The above requested information shall not exceed a total of five (5) pages on 8.5" x 11" paper, 12 point Times New Roman font, with a minimum of one (1) inch margins all around. Please do not provide standard marketing brochures or catalogs. Responses will be evaluated on the basis of demonstrated functional capability.
