- USDA, ARS, Pullman, WA has a Brand Name or Equal requirement. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation is attached. The solicitation number is AG-0521-S-16-0006 and is issued as a request for quotation (RFQ). The acquisition is a 100% Small Business Set-Aside. The NAICS code is 333111, business size standard is 1250. This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 2005-87. The Government intends to issue a firm-fixed price service contract for this requirement. The product that the USDA is attempting to procure is three (3) Cropscan 3000H units manufactured by NIR Technology Systems. This product was chosen specifically because it is the only known model where the sensor is located in the cab and away from vibrations, temperature variations, dust, and water. The CropScan 3000H On Combine Whole Grain Analyzer is the only make and model we have found where the light readings from each sample are collected through a fiber optic cable and transmitted to the NIT spectrometer located inside the cabin, converted to % protein, % oil and % moisture, and displayed on a Touch Screen PC in the cabin. Also, the spectrum range for crops is wide for the CropScan 3000H On Combine Whole Grain Analyzer (720-1100nm). Also the CropScan 3000H On Combine Whole Grain Analyzer has a sample cycle time approximately 7-11 seconds, depending on the grain. We require a grain analyzer that is both as accurate as possible, and can analyze samples in as little time as possible. The USDA is looking to find potential distributers of the mentioned or equivalent item that can meet the USDA's requirement.
