- THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This Request for Information (RFI) is issued solely for information and market research planning purposes; it does not constitute a solicitation or a promise to issue a solicitation. Furthermore, those who respond to this RFI should not anticipate feedback with regards to its submission; other than acknowledgment of receipt - ONLY IF a request for an acknowledgement is requested by the submitter. This RFI does not commit the Government to contract for any supply or service. The Federal Emergency Management Agency (FEMA) is not seeking proposals at this time. Responders are advised that the U.S. Government will not pay any costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future solicitation. The information provided in this RFI is subject to change and is not binding on the Government. All submissions become the property of the Federal Government, and will not be returned. Any information that the vendor considers proprietary should be clearly marked as such. 1. Objective: The purpose of this Request for Information (RFI) is to provide background information and a list of equipment performance objectives in order to receive industry feedback to be used by the Federal Emergency Management Agency (FEMA) as supplemental market research. Information gathered from the RFI will assist with developing requirements and the acquisition strategy for a potentially new durable, innovative, detachable and expandable Multi-Modal lightweight Command & Control Center. 2. Background: The Department of Homeland Security (DHS) - Federal Emergency Management Agency (FEMA) responds to national emergencies and disasters wherever they occur. As part of the agency's capability to mobilize personnel and assets capable of coordinating disaster relief efforts, the agency needs mobile command centers sufficiently equipped with communication technologies to serve as command and control offices. As rapid deployment techniques change or are improved, new and more advanced capabilities become more readily available in the commercial marketplace. FEMA is seeking industry feedback from this RFI as to new capabilities and technologies for worldwide deployable command and control centers. 3. Performance Objectives / Minimum specifications: Seeking vendors who have equipment with the following minimum capabilities: • Must be between 20ft - 30ft in length and expandable in width greater than 9ft, but not exceed 15ft. The center when attached to chassis shall not exceed 16ft and 10ft when detached. • Center chassis must be towable via fifth wheel and gooseneck platform vehicles. (ie..freightliner or F350 w/ King pin plate). (No permanent attached power unit is authorized). Adapter and/or tow connections must be rated above GVWR to support unit and any additional equipment. • Must be transportable by air, maritime, rail and other transportation frames • Must provide and maintain an ambient temperature conducive to a comfortable work environment between + 100 degrees fahrenheit to -20 degrees fahrenheit • Chassis must support attached center while meeting or exceeding DOT standards • Center and Chassis must be outfitted with several grounding points and lightning arrestors • Must contain windows with proper security and shielding from elements • Must contain a low-emission, low-vibration, compact proper sized diesel generator, required for delivery of power throughout the entire center when operating via generator power • Must contain all-terrain leveling and stabilization system that aides in the balancing of the center when attached or detached from chassis • Must contain lifting system to assist and/or facilitate in removal the center from its chassis frame. • Center must comply with Occupational Safety and Health Administration (OSHA) standards • Must contain communication equipment rack capable of supporting unit operability via Air card, Very Small Aperture Terminal (VSAT), wireless router interface or terrestrial line (DSL) internet provider and operate and a wireless relay station; when necessary • Center communication package must support KU, KA and C band • Must include external mast system to support communication equipment • Must contain overhead cabinets made with safety latches for securing during transport and capable withstanding weight loads of greater than 30lbs. • Must contain contiguous counter space for copiers, scanner, and printers. • Center will have four (2-4) insulated operational windows, for visibility and air flow, 1or 2 on "door wall" - or "front", and 1 or 2 on back wall. Windows require that there be security precautions against the openings and break-in or unauthorized access. • Center will be equipped with a HVAC (heating, ventilation, and air conditioning) system capable of maintaining the internal unit's ambient temperature between 65 degrees and 75 degrees Fahrenheit under climatic conditions above, while under frequent door traffic. • Center interior walls and exterior container and rafters must be insulated with spray closed cell foam insulation. Additional insulation under floor must also be provided to aid in the maintaining of the interior ambient temperature. • Center will have dry erase area throughout center interior • The center's internal lighting array shall include LED / or fluorescent lighting that meets the ISO 8995-1:2002 (CIE S 008/E: 2001) standard for interior lighting in offices. • In addition to meeting ISO standards, there should be minimum standards such as the following: o Lighting - so that spacing does not create substantial shadows and that which would allow for adequate lighting if a lamp goes out. o Staggered systems - in-case of an internal electrical issues. o Suggest master switches to turn them all on / off, plus individual rocker switches on lamps to turn off manually. o Minimal shading • Center must have exterior power hookups on both ends of the container for primary and generator power. The receptacles should be designed to accommodate and withstand the elements, protect from moisture, and accommodate standard pin and sleeve (cannon) plugs used by most generators • Center must have cargo access for pallets or large equipment storage containers. • The center must be equipped with heavy duty built-in tie-down straps to prevent movement of cargo during shipment and travel. • Center must be equipped with deployable, detachable stairs for entry/exit when mounted on a chassis or flatbed. • Center will need forklift tine openings for loading/unloading or capability for self-removal • Must contain an attached under-counter mini-refrigerator and a microwave sufficiently secured for transportation. • Must have self-charging battery backup system for lighting unit greater than 5 hours • Should consist of all-terrain jacks or landing gear on the chassis sufficient for long term storage allowing chassis to be lifted high enough to keep tires off the ground for flat prevention • Center must have underbody insulation kit to protect unit from surface contact and corrosion (maintain air deployability) • The center shall possess at least a 50 gal, but no greater than 90 gal external fuel tank. The fuel tank needs to ensure continuous generator support for at least 96 hours of continuous operation, when attached or detached for the its chassis. • Underbody of center should have treatment for air lift transportability when detached from chassis. • Must be capable of supporting OCONUS operations to include the Caribbean, Hawaii, Alaska, and other locations, to include operations in austere, unimproved locations. 4. Questions to Industry • Do you have equipment and/or design capabilities which can support these performance objectives? Please provide pictures and equipment specifications that meet the minimum equipment performance objectives stated above. • Do you have communications equipment technology that supports these performance objectives? • Why do you think you have the best concept design and technology for meeting FEMA's overall intent? • Do you have the capability to build command and control centers to these specifications in one location? What would be your maximum production output rate for constructing such units? 5. RFI Response Format: In order to better assist in the review of submittals to this RFI, respondents are encouraged to prepare a capabilities statement that closely adheres to the following format: The document format shall be either Microsoft Word (.doc or.docx), or Adobe Acrobat (.pdf) searchable formats. Responses shall be prepared using 12 pt. font, 1 inch margins, and 8.5" by 11" paper and shall not exceed ten (10) pages in length, including images, data displays, charts, graphs, and tables. Respondents are encouraged to ensure that their submittals are complete and address all items outlined within this RFI. Respondents may provide additional promotional literature in addition to their response as long as the literature conforms to the response format. Submissions in response to this RFI shall not exceed 10 pages. No phone calls will be taken regarding this RFI. All correspondence must be submitted via e-mail in writing. The statement of capability shall also include the information listed below: 1) Company Name/Division, mailing address, e-mail address, telephone, FAX numbers, and website address (if available). 2) Single point-of-contact name, title, telephone, and email address. 3) DUNS number, CAGE Code, Tax Identification Number (TIN), and company structure 4) (Corporation, LLC, partnership, joint venture, etc.). Please note that companies must be registered in the System for Award Management (SAM) to be considered potential sources 5) (https://www.sam.gov/portal/public/SAM/). 6) Applicable NAICS code under which the company customarily does business. 7) Applicable business size for NAICS Codes and socio-economic status, if qualified as one or more of the following: a. 8(a) firm (must be certified by SBA) b. Service-Disabled Veteran-Owned Small Business (must be listed in the VetBiz Vendor Information pages) 8) If a teaming arrangement is contemplated, discuss potential team members. 9) A description of the firm's ability to perform the work and any other information you believe to be important and germane to the purposes of this RFI. The responses received will assist FEMA with identifying the number and nature of the entities that consider themselves feasible technical solution providers, as well as any teaming arrangements that may evolve as a result of this requirement. Each respondent, by submitting a response, agrees that any cost incurred by it in responding to this request, or in support of activities associated with this RFI, shall be the sole responsibility of respondent. FEMA shall incur no obligations or liabilities whatsoever, to anyone, for any costs or expenses incurred by the respondent in responding to this RFI. Responses to this RFI will not be returned. 6. Industry Discussions Some respondents may be asked to provide additional information regarding the matters addressed in this RFI. Such requests will be provided approximately 4 weeks following the deadline to respond to this RFI. Those respondents will be contacted directly if there is a need for further information. 7.
