- Notice of Intent The Centers for Disease Control and Prevention (CDC), National Center for Environmental Health / Agency for Toxic Substances and Disease Registry intends to award a sole source firm-fixed price contract to ALS Association Headquarters & Executive Office, 1275 K Street NW, Suite 1050, Washington, DC 20005. This contract will be for a 12 month base period and 4-12 month option periods. This contract is for the promotion of the National ALS Registry by providing continuous outreach, education, awareness (e.g., facilitate ALS patient computer access to the National ALS Registry web portal; provide educational materials; use social media, etc.) to PALS, their families, caregivers, and researchers. This effort requirements primarily includes 1) Providing an updated National ALS Registry toolkit 2) Facilitating by providing guidance and tutorials to ALS patients on computer access to the National ALS Registry Web portal and provide how many PALS were contacted each month, 3) Providing staff support located in chapters, clinics, and centers the appropriate tools and materials to effectively publicize the National ALS Registry at advocacy meetings, key professional neurological conferences, Walks to Defeat ALS, and other key events such as patient symposiums. The statutory authority for this sole source acquisition is 10 U.S.C. 2304 (c) (1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. Hundreds of ALS-related events (e.g., international, national, and local ALS/MND meetings/conferences and Walks to Fight ALS) take place every year. The ALS Association's (ALSA) nationwide network consists of nearly 70 ALS Clinics and Certified Centers of Excellence and over 40 affiliated Chapters which provide outreach, education, support and assistance to people with ALS, their families, and the local ALS clinical community. Additionally, ALSA has the unique opportunity to publicize the ALS Registry through two existing programs: 1)TREAT ALS (Transitional Research Advancing Therapy for ALS) is a comprehensive research portfolio to understand disease mechanism, identify opportunities to develop new treatments, identify biomarkers for ALS and support all the necessary preclinical and clinical studies to bring new treatments to patients. The Association has various funding mechanisms to support these initiatives in academia and industry. 2)Clinical Management Research Program, a program that focuses on research to improve the quality of living with ALS and the clinical management of people with ALS in such areas as nutrition, respiration, mobility and psychosocial needs (The Association produces a series of materials to educate patients about all aspects of ALS. Therefore, ALSA is the only organization that can perform the full scope of this requirement, primarily because of their nationwide access to ALS patients, databases, medical records, and their networked organizational affiliation with the ALS clinical research communities. The North American Industry Classification Code is 541990. No solicitation will be posted to FedBizOpps. We will only issue a solicitation to ALS Association Headquarters & Executive Office. ALS Association Headquarters & Executive Office is the only source available to provide this service that meets mission critical requirements. This notice of intent is not a request for proposal. A determination to compete this procurement based on response to this notice is solely within the discretion of the Contracting Officer. Interested parties who believe they possess the capability to satisfy this requirement should submit a capability statement demonstrating their ability to meet this requirement.
