GBS Engineering Services PWS •1. NOTICE: This is not a solicitation but rather a Sources Sought to both LARGE and SMALL businesses to determine capability of potential sources and is for informational and planning purposes only. •1.1. The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be c ompetitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification System (NAICS) Code is 541512 (size standard $27.5M ). The Government will use this information to determine the best acquisition strategy for this effort. The Government is interested in ALL responses both large and small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The Government requests that all interested parties respond to this notice if applicable and identify their small or large business status to the identified or proposed NAICS code. Additionally, provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the price and the work accomplished by the teaming partners. •1.2. This Sources Sought is issued for information and planning purposes only. This is not a Request for Proposal (RFP). It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals nor will any award be made as a result of this Sources Sought. The AF will NOT be responsible for any costs incurred by interested parties in responding to this request. This FedBizOpps notice is an announcement seeking market information on businesses capable of providing the services as described herein. OO-ALC is currently conducting market research to determine qualified, experienced, and interested potential sources. The information requested by this Sources Sought will be used within the AF to facilitate decision making and will not be disclosed outside the agency. However, respondents submitting business information pursuant to this Sources Sought should consult 41 C.F.R. part 105-60 and other implementing regulations concerning the release of such information to third parties under the Freedom of Information Act (FOIA). All information submitted by respondents that they consider confidential and not releasable to third parties outside of the AF, and its employees, agents, consultants, and representatives, must be clearly and conspicuously so marked. •2. PROGRAM DETAILS: The purpose of this contract is to transfer knowledge from the contractor to the Government by providing temporary interim support in assisting the 309th Software Maintenance Group (309 SMXG) with the sustainment of the Global Broadcast Service (GBS) that is being transitioned to 100% organic support at Hill Air Force Base, Utah under Depot Source of Repair (DSOR). •2.1. SCOPE: The contractor shall be certified as a Level 3 Capability Maturity Model Integration (CMMI) company. Under the direction of DSOR #10-146, the Defense Enterprise Computing Centers (DECC) Global Broadcast Service (GBS) Satellite Broadcast Manager (SBM) and Receive Broadcast Manager (RBM), will be sustained by the 309 th SMXG, Hill Air Force Base, UT. 309 th SMXG engineers do not have the domain expertise to sustain this service at this time and requires subject matter experts (SMEs) experienced in the development/design of the system to transfer this knowledge to organic personnel. It is the government's intent to award a single, definitive contract in support of GBS Engineering Services. The period of performance (PoP) is anticipated to begin 1 Jan 2017 and contain one (1) Basic Year and four (4) Option Years. Point of Contact for this notice is David L.
