- THIS IS SERVES AS A NOTICE OF INTENT Under the authority of FAR 6.302-1, Only one Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The U.S. Army Corps of Engineers intends to issue a modification to increase contract ceiling on the Facilities Investment Service (FIS) Contract at Ft. Jackson, SC, W912HP-14-D-0027 awarded to Ben Fitzgerald Real Estate Services, LLC dba Rosemark. The ceiling will be increased by an additional $2,856,000.00, from $7,026,641.74 to $9,882,641.74. The NAICs code 561210 applies to this effort. Work under this contract involves preventative maintenance and service call support to 68 Army buildings totaling 4.6 million square feet of space with over 10,000 pieces of equipment at Fort Jackson. The contract's ordering period is from 22 September 2014 to 21 September 2019. However, due to the unexpected high level demand in maintaining the facilities, the remaining capacity or ceiling left on the contract only allows for continued performance until November 2016. The additional increase in ceiling will allow performance to continue by Rosemark until July 2017. The increase is necessary to permit the continuity of mission critical services and will also allow sufficient time required to develop and award a competitive follow-on FIS, Ft. Jackson contract. Any disruption of services would result in unacceptable delays and substantial costs that are considered to be well beyond any cost savings that might be achieved through competition. In addition, because this acquisition had to be accelerated, all reasonable available acquisition resources are now being dedicated to complete the follow-on effort. The ramp up and transition period that will be required by another firm will be significant in order to ensure successful continuity of services. Conducting a separate competition for a short-term bridge contract would dramatically delay the current competition for the replacement contract, not allow for an adequate transition period and would not provide the time needed to develop a complete and accurate scope of work to accommodate the changes that are needed for this follow-on effort. All responsible sources may submit a response, which if timely received, will be considered by the agency. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. It is being used as a market research tool only. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice of intent. All responses must be directed to Amy Rivers at amy.s.rivers@usace.army.mil within 15 days of the posting of this notice. The response date is identified in the FEDBIZOPPS announcement. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. Oral communications are not acceptable in response to this notice. A determination not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
