- SOURCES SOUGHT FOR DESIGN-BUILD MULTIPLE TRAINING FACILITIES AT ANDERSEN SOUTH, ANDERSEN AIR FORCE BASE (AAFB), JOINT REGION MARIANAS, GUAM. This is a Sources Sought announcement only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. No telephone calls will be accepted requesting a bid package or solicitation because there is no bid package or solicitation available. In order to protect the procurement integrity of any future procurement that may arise from this announcement, if any, information regarding the technical point of contact will not be given and no appointments for presentations will be made. Naval Facilities Engineering Command (NAVFAC) Pacific, Architect-Engineer/Construction Contracts Branch, is seeking information on establishing a new design-build construction contract for multiple training facilities at Andersen South, AAFB and supporting offsite telecommunications to Finegayan NCTS and AAFB to support the Marines training requirements. The project scope would include site preparation, roadways, parking, drainage, fencing, gates, water, and wastewater utilities, facilities, and site improvements. A perimeter fence encompassing the entire boundary of Andersen South may be included in this project. The project envisions three (3) training areas: One training area will include a vehicle Driver and Convoy Course (DCC). Improvements include site clearing, grubbing and grading and the construction of a serpentine road system and multiple obstacles forming the DCC. Electrical and communications utilities infrastructure will be constructed adjacent to a new staging area and bleacher stand. No water, sewer, or buildings are planned in this training area. A second training area will include a hand grenade range, live fire shoot house, and breacher facility. The hand grenade range is to include a familiarization course, throwing lanes, grenade shoot house, and ancillary observation and supporting structures. A Shoot House After Action Review (AAR) building is to support training review in the Shoot House. Electrical and communications utilities will be provided to support these facilities. Water and sewer are not planned for these facilities. A third training area will include a range warehouse, area distribution node, and communication tower. An existing residential neighborhood will be utilized as a Military Operations in Urban Terrain (MOUT) training facility. A MOUT After Action Review (AAR) building will also be included, which will require electrical, communications, water, and sewer utilities. The work will include selective repairs to existing buildings and construction of multiple building typologies (e.g., embassy, hotel, school, etc.). These buildings will not provide any of services of the buildings they simulate and function solely to support training exercises. The North American Industry Classification System (NAICS) may include Subsection 236 Construction of Buildings, with an applicable size standard of $36.5 million. Interested sources having the capability to perform this work are invited to submit qualifications, limited to 50 pages (8-1/2 x 11, duplex), by 18 May 2015, 2:00 p.m., HST.
