- N00164-16-G-JQ18-0002 - SOLE SOURCE - AIRBORNE MISSION NETWORKING (AbMN) - FSC 1680 - NAICS 334511 Issue Date: 09 MAY 2016 - Closing Date: 24 MAY 2016 - 2:00 PM EDT THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER N00164-16-G-JQ18. The Government is issuing this synopsis for the Airborne Mission Networking (AbMN) portions of the existing Precision Strike Package solution baselined on the AC-130J to be leveraged and integrated onto the MC-130J aircraft. This requirement mandates the use of existing software, graphical user interfaces, common interfaces, and hardware, to the maximum extent possible, to ensure interoperability with air, ground, and Command and Control (C2) nodes. Naval Surface Warfare Center (NSWC) Crane Division intends to issue a Job Order under Basic Ordering Agreement (BOA) number N00164-16-G-JQ18 to Sierra Nevada Corporation (Cage 8X691), Sparks NV 89434. This effort will be conducted on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is the lack of sufficient technical data, restricted software rights, duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency requirement through any other source. This Job Order is anticipated to perform the initial program activities required to reduce risk to the system integration and complete the software requirements specification. Other required tasks include aircraft to system electromagnetic interference and compatibility analysis, system processor analysis, software prototyping, initial Systems Integration Lab development, and software testing. Request for proposal will not be made available through http://www.fbo.gov. The request for proposal will be provided to Sierra Nevada Corporation through electronic mail. The proposed noncompetitive contract action is anticipated to be awarded under FAR part 15, contracting by negotiations. The anticipated contract action award date is 15 JUN 2016.
