- USACE, Engineer Research and Development Center (ERDC) Contracting Office intends to issue a sole source award to Kongsberg Meritime Simulation Inc. (KMSI), 170 Leonard Drive, Gorton, CT 06340-5320 for a new Indefinite Delivery Indefinite Quantity (IDIQ) that will facilitate the Engineer Research and Development Center's (ERDC) use of complex physics-based numerical model codes used to understand the hydrodynamic and related behaviors of fluids, such as hurricane storm surge inundation, coastal storm waves, coupled coastal storm inundation with hydrology/rainfall, etc. to assess, among other things, vulnerability for an in-bound storm for emergency management, flood potential, navigation channel maintenance, emergency management, asset management, project design. Specific characteristics of the service warranty that limit the availability to KMSI are the compatibility with the software and hardware that controls ERDC's Ship/Tow Simulator. The IDIQ will be used to have the Contractor provide the Kongsberg Long-Term System Support Program (LTSSP). THE LTSSP will be renewed on a yearly basis to include items such as software and hardware support, replacement of outdated and broken hardware, upgrades to the Polaris simulation software, upgrades to third party software, and training. In addition the IDIQ will be used to develop to hydrodynamic models and new algorithms for vessel motion. If necessary, the IDIQ will be used to fund a naval architect devoted at least part time to working with ERDC for advanced hydrodynamic improvements to the simulation software. KMSI manufactured and installed both the existing hardware and software for ERDC's Ship/Tow Simulator. The software is proprietary, and KMSI is the only entity that has access to the software to modify algorithms. This Notice of Intent is for information purposes only. The Government intends to procure from only one source under the authority of FAR 13.106-1(2), Only One Source. This will be a commercial acquisition using procedures per FAR 12. This is not a request for competitive proposals and no solicitation is available. All responsible sources may submit a capability statement to the Contract Specialist (Stacy Thurman) for consideration by the Government to: stacy.d.thurman@usace.army.mil. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete the action based on responses to this notice is solely within the discretion of the Government.
