Description
This is a Source Sought for the Navajo Area Indian Health Service, Chinle Comprehensive Health Care Facility issued in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 & 5.207 for Nonpersonal Service Contract for a Meaningful Use (MU) Coordinator/Pediatric Physician to provide services to the Chinle Comprehensive Health Care Facility. The purpose of this notice is to identify potential small business sources to provide (1) Meaningful Use Coordinator/Pediatric Physician to support of the Chinle Comprehensive Health Care Facility's mission. The Chinle Comprehensive Health Care Facility (CCHCF) is based in Chinle, Arizona (Northeast Arizona near Canyon De Chelly National Monument). The CCHCF is a 60 bed hospital which serves as the health care hub for the region. The medical staff includes Family Physicians, Internists, Pediatricians, General Surgeons, OB/GYN's, Anesthesiologists, and a Psychiatrist. In addition to routine outpatient and inpatient primary care, services available to our patients include: Adult Intensive Care, General Surgery (including laparoscopic surgery), routine and operative Obstetrics, and 24-Hour Emergency Room Services. Health care services are provided to approximately 37,000 active users covering an area 3600 square miles CCHCF is the only medical services in the immediate area. THE ARIZONA DEPARMENT OF HEALTH SERVICES DESIGNATES CCHCF AS A LEVEL IV TRAUMA CENTER, SEPTEMBER 9, 2013 TO SEPTEMBER 9, 2016. As a Meaningful Use Coordinator/Pediatric Physician you will monitor MU reports from Resource and Patient Management System (RPMS) and EHR and proactively takes action to correct measures by serving as a liaison to Hospital, clinics managers (physicians and practice managers) and help create new workflows to achieve MU standards for each reporting systems. Helps coordinate RPMS EHR measures and MU Clinical Quality Measures. Work with Clinical Quality Initiatives on projects combining Health IT and Quality Improvement. Gathers, enters, analyzes and develops system-generated reports on data in the EHR system. Identifies and manages the escalation and resolution of data quality issues as it relates to data for Meaningful Use and RPMS EHR. Responds to and provides appropriate information for all electronic data-related questions and inquiries. Supports the coordination and implementation of all Meaningful Use and RPMS EHR reporting requirements. Works collaboratively with clinical providers and other personnel to facilitate communications relating to quality measure assessments, data points, and quality measurement reporting. You will prescribed medical treatment and personal care services to American Indian and Alaska Native beneficiaries. Duties include documenting observations, assessments, and changes in patient's condition; collaborating with health team members to facilitate positive patient care outcomes; providing a full range of medical care to patients with a variety of physical and/or behavior problems; and accountable for meeting and maintaining the qualification standards and functional statements of competency standards. Our facility is seeking individuals who possess good organizational skills which enable completion of work, a demonstrated ability to assume leadership in a patient centered program, and the ability to establish effective communication with patients, families, visitors and members of the interdisciplinary team. Strong Native American Navajo cultural traditions exist within the community, offering an opportunity to learn the Navajo language, or to learn about traditional Navajo medicine. The service unit is located on the Colorado Plateau with excellent opportunities for photography, hiking, running, road biking, cross country skiing, and mountain biking. Canyon de Chelly National Monument is within 5 miles of the hospital and is a wonderful place for exploring and sightseeing, running and mountain biking. General requirements: 1. Provide evidence that candidate is a subject matter expert and possess knowledge in Meaningful Use/RPMS/EHR/Pediatric Physician Services as follows: The Meaningful Use (MU) is a CMS Medicare and Medicaid program that awards incentives for using certified electronic health records (EHRs) to improve patient care. To achieve MU and avoid penalties, CCHCF medical staff providers must follow a set of criteria that serve as a roadmap for effectively using an EHR. Specifically a physician (MD/DO) is the optimal discipline to take on this role as he/she is the most qualified to lead CCHCF to adhere to the guidelines. The MU Coordinator must be a residency trained physician (MD/DO) in a medical specialty, board certified in their medical specialty and credentialed/privileged to the CCHCF's medical staff. The MU Coordinator shall support the coordination and implementation of the MU programs and Resource and Patient Management System (RPMS) EHR reporting requirements and must be familiar with CCHCF's current MU implementation process, CCHCF's computer applications/systems, RPMS and EHR software. The MU Coordinator must be familiar with the objectives, core and menu measures to achieve the optimal incentives for CCHCF and comply with Medicare and Medicaid guidelines to improve healthcare. Gathers, enters, analyzes and develops system-generated reports on data in the EHR system. Identifies and manages the escalation and resolution of data quality issues as it relates to data for MU and RPMS EHR. Responds to and provides appropriate information for all electronic data-related questions and inquiries. The MU Coordinator is responsible for all aspects and activities of this program by coordinating RPMS EHR measures and MU Clinical Quality Measures. Work with Clinical Quality Initiatives on projects combining Health IT and Quality Improvement. Provide provider registration through attestation, from design of the EHR GUI for data capture, communicating with federal (Navajo Area Indian Health Service, CMS Medicare & Medicaid Program), state and local (all of the medical staff and nursing staff at Chinle Comprehensive Health Care Facility, Tsaile Health Center & Pinon Health Center - estimated of 1000 employees) agencies to understand all of the requirements of the MU program. Must provide direct patient care services to American Indian and Alaska Native beneficiaries and simultaneously test or troubleshoot each objective, core and measures and would have the first hands-on trail test, which he/she can convey to all staff involved with direct patient care at CCHCF. The MU Coordinator must collaboratively work with the medical staff and other personnel to facilitate communications relating to quality measure assessments, data points, and quality measurement reporting. Duties include documenting observations, assessments, and changes in patient's condition; collaborating with health team members to facilitate positive patient care outcomes; providing a full range of medical care to patients with a variety of physical and/or behavior problems; and accountable for meeting and maintaining the qualification standards and functional statements of competency standards. The MU Coordinator must monitor MU reports from RPMS and EHR and proactively takes action to correct measures by serving as a liaison to CCHCF, medical staff (physicians and practice managers) and help create new workflows to achieve MU standards for each reporting systems. The MU Coordinator shall independently maintain full service under his/her leadership to achieve MU and improve patient care services with a high quality, customer-oriented approach and must possess good organizational skills which enable completion of work, a demonstrated ability to assume leadership in a patient centered program, and the ability to establish effective communication with patients, families, visitors and members of the interdisciplinary team. The MU Coordinator must be cognizant and be continual respectful of the CCHCF patient's unique cultural practices. 2. Provide shall have (3) years equivalent residency training and experience in a medical specialty. Must be Board certified in their medical specialty. 3. Provide (3) current reference letters to show evidence of Past Performance and Experience of comparable scope and complexity in providing services within the past three (3) years. The Government does not intend to make an award on the basis of the Notice or otherwise pay for the information provided herein.
