Description
1.Question: The solicitation stated that the SF 330 Parts I & II s to have 12 pt. type and one inch margins. The solicitation gives us a link to PDF version of the SF 330 forms that have ½ inch margins. Are you requiring that we modify the PDF forms to one inch borders? Would it be possible to receive a waiver of this requirement for our submittal? Answer: You don't need to modify the SF 330 to change the margins to meet the 1 inch requirement. 2. Question: Consistent with the work examples on page 2 under the RFP description, we have completed a number of "capital planning/project analysis," investigative reports, conceptual studies, designs, etc. in the last 5-7 years. However, it's not clear if the intent is to show such examples that specifically had the "construction" portion of the project also funded within the same 5-7 year timeframe. Answer: The intent is for A&Es to submit design examples for evaluation that have resulted in completed construction projects. You can submit other projects for evaluation but they won't be rated as favorably as construction design contracts. 3. Question: The requirement states that example projects and resume items must show "projects [with] construction completed in the last five (5) years ¦" Unfortunately, the decision to go forward with construction is completely out of our hands. We have projects that have 100% design and construction documents delivered, but we have no control over whether the client (usually the VA) goes forward with construction. Why should the team members have to omit this work from resumes and projects? Answer: The intent is for A&Es to submit design contracts for evaluation that have resulted in completed construction. You can submit other projects for evaluation but they won't be rated as favorably. The reason we want to evaluate this information is to determine if firms had an effective design and to evaluate the construction period services performed. 4.Question: The Designer of Record only lists Mechanical, Electrical, and Fire Protection. Should the submittal also include Architect, Civil and Structural licensed DORs? Answer: Provide brief resumes of proposed team members who will specifically serve as the Project Managers and Designers of Record (Mechanical, Electrical and Fire Protection Engineer). In addition, provide resumes of other relevant team members or frequent subcontractor such as: Architect, Civil, Structural Engineers, Cost Estimator and team members who will perform technical tasks under this contract including their record of working together. 5.Question: Should Architect, Civil and Structural staff be licensed? Answer: The Designers of Record shall perform and direct the design within their respective discipline and shall sign and seal the drawings. All Designers of Record must be professionally registered in their discipline. 6.Question: Under (2) Specialized Experience will VA Hospital experience be evaluated greater to Private Hospital experience? Answer: Based on the listed evaluation criteria, VA hospital experience would be looked at more favorably than non-VA hospital experience if the scope and complexity were similar. 7.Question: Under PAST PERFORMANCE; will the government look equally at the documented CPARS evaluations of projects in lieu of newly requested Past Performance Questionnaires? Isn't this a government requirement for acquisitions? Answer: We would like the Past Performance Questionnaire from your customers. We will evaluate CPARSs to provide past performance information to the technical evaluation team. 8.Question: Under 3. CAPACITY; how will this be evaluated? What is more favorable, completed project value or the value of projects ongoing? Answer: The technical evaluation team is trying to determine the volume and complexity of work the A&E is capable of handling concurrently in order to determine if the A&E firm is capable of working on and completing multiple task orders at the same time. The technical evaluation team will evaluate the quantity of projects and the complexity based on dollar value. 9.Question: Under 3. CAPACITY; The solicitation states "a. List current projects with a design fee of greater than $20,000 being designed in the firm's office in the past five (5) years". Should the submittal include projects that are currently in design? Or all projects worked on in the last 5 years? This statement is ambiguous and unclear as to why the government would like this project list. Answer: Please provide a list of all projects currently in design and those that your firm were worked on in the past five years. 10.Question: Under 3. CAPACITY; Does the past project list count in the page limit? Answer: Yes. 11.Question: Should the Past Performance Questionnaire's be filled out for the Prime consultant only? Answer: The PPQs can be filled out for the subcontractors as well, though PPQs for prime contractors will be viewed more favorably. It would be helpful when the PPQs are completed for the subcontractor that it is identified who the prime contractor will be so the contract specialist can place the PPQ in the correct prime technical evaluation folder. 12. Question: Will project CPARS ratings be included in the page count? Answer: No 13.Question: Can we submit PPQs that were previously filled out if they align to provided PPQ outline? Answer: All PPQs shall be submitted using the format provided. 14. Question: How many of the 5-7 projects have to have been completed by the Prime? Answer: All of them. Per FAR Clause 52.219-27d, "Agreement. A service-disabled veteran-owned small business concern agrees that in performance of the contract, in the case of a contract for - (1) Services (except construction), at least 50 percent of the cost of personnel for contract performance will be spent for employees of the concern or employees of other service-disabled veteran-owned small business concerns". 15. Question: Does the Part II submittals count towards the 60 page limit? Answer: Yes. 16. Question: When a project was completed, but it does not include construction (e.g., a study or a master plan), is that sort of project acceptable in Part E or F? Answer: The intent is for A&Es to submit design contracts for evaluation that have resulted in completed construction. You can submit other projects for evaluation but they won't be rated as favorably as construction design contracts. 17.Question: Is a cover letter included in the page count? Answer: No 18.Question: Does the 1" margin all around included headers and footers? In other words, should there be a clear 1" margin all around, or are headers and footers permitted within the top and bottom margins? Answer: No 19. Question: Does the 1" margin all around include Part II forms? Answer: No 20.Question: Is the 12 pt font size required for Part II forms? Answer: No 21.Question: Is the 12 pt font size required for headers and footers (presuming these are allowed) and for the parts of the SF330 form that indicate the section's requirements? For example, in the project portion, we have "20. Example Key Project Number" and "21. Title and Location (City and State)." Answer: The 12pt font is not required for the headers and footers. 22.Question: I'm not sure I understand this item: "Information not provided elsewhere in the SF330 submittal package shall not be incorporated by reference." Can you please make that clearer to me? Answer: Packages shall be complete and shall not reference outside information. 23.Question: May an IDIQ contract serve as one of the 5-7 Section F projects? We have been assured that the CO/COR who would respond for the PPQ would be willing to do so. Answer: The IDIQ itself wouldn't be relevant but any construction completed task orders would be relevant. 24. Does a joint venture firm submitting qualifications for this solicitation have to be already certified and set up as a SDVOSB at the time of submission (May 20, 2016), or can the paper work and certification be in progress when submitting for this IDIQ? Answer: The Joint venture has to be verified and in VIP prior to contract award. 25.We are looking into forming a SDVOSB Joint Venture team for the above referenced project. Would you be able to provide me with the requirements/regulations of a SDVOSB Joint Venture or a source for that latest information? I've read up on some of the documentation but nothing I have seen so far has a related date so I'm unsure if I'm referring to the latest and best information. Answer. Answer: This only applies to the Designers of Record. 27.Question: For the detailed narratives of relevant projects construction completed within the last 5 years, are we allowed to use IDIQ's or only individual task orders? Answer: The IDIQ itself wouldn't be relevant but any construction completed task orders would be relevant.
