- 52.212-5 Clauses Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 and under the authority of FAR Part 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This Request for Quotation (RFQ) is issued under RFQ No. DTFR5316Q00005 and includes incorporated provisions and clauses in effect through Federal Acquisition Circular 05-87-1. The North American Industry Classification System (NAICS) Code for this procurement is 336510 " Railroad Rolling Stock Manufacturing " with a Small Business Administration (SBA) size standard of 1,500 employees. The Federal Railroad Administration (FRA) seeks to acquire an AEM7-AC electric locomotive(s) to add to its fleet of equipment presently located at transportation technology Center (TTC) in Pueblo, CO. Extended description: Specifications are listed in attached the statement of work. Delivery: On July 1, 2016 or before. The period of performance of the contract is 12 month from date of award to accommodate exercising any of Options. The following provisions and clauses apply to the solicitation The FAR Clause at 52.212-1, Instructions to Offerors-Commercial Items. Each offeror is required to submit their Request for proposal as specified in FAR Provision 52.212-1, Evaluation-Commercial Items; 52.212-2 Instructions to Offerors-Commercial Items; 52.212-3, Offeror Representations and Certifications -- Commercial Item; 52.212-4 Contract Terms and Conditions - Commercial Items, 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (applicable clauses included as an attachment) and 52.203-98 Prohibition on Contracting with Entities that Require Certain Internal Confidentiality Agreements. Interested vendors are reminded that award can only be made to a contractor who is registered in accordance with FAR 52.204-7. Additionally, in accordance with FAR 12.302, the FAR Clause at 52.212-1 is tailored to include addendum 1 below: Quote Submission: Vendors are encouraged to direct any questions by e-mail to the Contract Specialist, Devona Jackson at devona.jackson@dot.gov. Questions regarding this combined synopsis/solicitation shall be submitted to the email address above no later than May 13, 2016 at 1:00 PM EDT. The Government will evaluate quotations and make a best value award decision based on lowest price technically acceptable. Vendors shall submit a firm-fixed-price quotation in accordance with the attached statement of work. Quotations are due no later than May 27, 2016 at 1:00 PM EDT time and should be submitted via e-mail to Devona Jackson at devona.jackson@dot.gov. No late responses will be accepted. No telephone inquiries will be accepted.
