- Department of Veterans Affairs Service Area Office West, Network Contracting Office-22 Exchange with Industry Day What: Exchange with Industry Day! In accordance with FAR Part 15.201, Network Contracting Office-22 (NCO-22) will host an Exchange with Industry Day to discuss the upcoming Home Oxygen Service requirement for Veterans Integrated Service Network-22 (VISN-22). Purpose: To improve the understanding of the Governments requirement for Home Oxygen Services for VISN 22 beneficiaries and to understand the industry capabilities in providing these services. The ultimate goal is to give industry the ability to judge whether or how they can satisfy the Government's requirements and enhance the Government's ability to obtain quality services at a reasonable price. Who's Invited: All interested vendors with Home Oxygen Service capability within the VISN-22 Region (Los Angeles, Long Beach, Loma Linda, San Diego, and Southern Nevada) and who hold a North American Industry Classification System (NAICS) Code 532291 for Home Health Equipment Rental (See Sources Sought Notice on the following pages). What to Expect: NCO-22 Contracting Officers and Small Business Advisor will exchange information for roughly three (3) hours with interested vendors and VISN 22 Prosthetics and Sensory Aides Services (PSAS) Technical Experts pertaining to Home Oxygen Services. When: Wednesday, June 1, 2016, 9:00am to 12:00pm PST Where: NCO-22, 4811 Airport Plaza Dr., Long Beach, CA 90815 (First Floor Training Room) Registration: Pre-Registration is required as space is limited to no more than two (2) people per Vendor. Sources Sought Notice This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (Historically Underutilized Business Zones (Hubzone), 8(a), small, small disadvantaged, Veteran Owned Small Business (VOSB) or Service Disabled Veteran Owned Small Business(SDVOSB)) relative to NAICS 532291 for Home Health Equipment Rental (size standard of $32.5 Million). Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published in the Fedbizops or eBuy website. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this sources sought announcement. The Department of Veterans Affairs (VA), Veterans Integrated Service Network (VISN) 22, has an ongoing program to furnish all the necessary labor, facilities, transportation, and management to perform home oxygen services, to include storage and management of Government-owned home oxygen equipment, deliver, set-up, instruct, and maintain equipment for VA beneficiaries as directed by the VISN 22 Department of Veterans Affairs Healthcare Systems (VAHCS) facilities and area of coverage listed below. VISN 22 currently serves an estimated three-thousand (3,000) oxygen-using patients. The geographical boundaries described below have been determined as the areas of responsibility/jurisdiction for each local VA Healthcare System. All services will be performed in the Veteran's place of residence or in a nursing home housing the Veteran. The equipment needs are subject to change as determined by the prescribing physician. The Contractor must have a facility or resources physically located in the geographical area in which they will provide service. The Contractor's office location shall include the service office, warehouse, dispatch of vehicles and other functions related to the performance of services of this contract within a fifty (50) mile radius of the VA facilities in VISN 22 to facilitate periodic inspections by VA and/or other accrediting agencies. Contractor Qualifications: Each branch office or distribution point must be nationally accredited by The Joint Commission (TJC) or meet or exceed TJC standards. Contractor must maintain accreditation throughout the duration of the contract. Offers will be considered only from Contractors who are regularly established in the business called for and who, in the judgment of the Contracting Officer, are financially responsible and able to show evidence of their responsibility, ability, experience, equipment, facilities, and personnel directly employed or supervised by them to render prompt and satisfactory service in the volume required for all items under this requirement.
