- Questions for bottlers The Defense Logistics Agency (DLA) Troop Support Directorate of Subsistence supplies bottled water to customers throughout the United States. Demand for bottled water increases in anticipation of and/or during a contingency event like a hurricane or earthquake. DLA Troop Support Subsistence plans to award a national contract to a capable supplier or suppliers for management and delivery of cases of 16.9 oz. bottled water packed 24 bottles per case. This contract will cover all emergency requirements that may arise during the performance period of this contract. Delivery points will be to any location within The Continental United States (CONUS). The shelf life requirement is at least 50% of the date printed on the bottle or 6 months, whichever is greater. The bottled water shall be from an approved source that listed on the U.S. Army Public Health Command's website for Products Produced in the Continental United States. The website is: http://vets.amedd.army.mil/86257B8D004A4B6C/PHC Briefly summarize your firm's experience bottling and/or distributing similar quantities of bottled water. Describe your ability to store and rotate bottled water. Describe your capacity to deliver product to any location within the following two zones: ZONE 1 - Most of The Continental United States (CONUS) - the 48 contiguous states and the District of Columbia less the four states listed below. ZONE 2 - Montana, Wyoming, North Dakota and South Dakota. Quantities required: Delivery of up to 250,000 cases of 24/16.9oz bottles within 24 hours of the initial order Delivery of up to 500,000 cases of 24/16.9oz bottles within 72 hours of the initial order Manufacturing Capacity 1. What is the source of the water? A spring? Do you filter or otherwise process municipal water? Briefly describe your process. 2. Describe your production timeline. How quickly can you replenish product that was ordered for emergency requirements? 3. How many cases can you produce per day? How many shifts do you run per day? How would you meet the emergency demand? 4. How will you accept emergency orders? Describe your process for receipt and acknowledgement of emergency orders. Provide points of contact, phone numbers, email addresses, or other methods of contact. Offerors must be able to receive orders 24 hours per day, 7 days per week. Delivery times for emergency requirements shall be within 48 hours after the order is placed. Distribution Capacity 5. Provide location(s) of your company's bottling plants, warehouses and /or distribution points. Would the product be shipped from one consolidation point or from multiple warehouses located throughout CONUS? 6. Do you own trucks? How many? Do you lease trucks? How many? What size trailers do you use for distribution? Do you enter into contracts with trucking companies? Do you enter into exclusive arrangements with trucking companies, i.e. does your firm have first priority? Can you leave equipment, i.e. can you drop a trailer or trailers in a location then return to pick up in 48 or 72 hours? Please explain the specifics (how many owned/how many leased/contracted on a just-in-time basis?). DLA prefers 40 foot trailers but will accept shipment in trailers other than 40 foot. 7. How does your company track deliveries? Please explain how shipments are tracked and the methods used for guaranteeing timely delivery. Business Size 8. Indicate whether your firm is a LARGE or SMALL business. NAICS Code is 312112, size standard is 1,000 employees. Customers 9. Provide data on your top three (3) customer accounts for the previous one year period. Provide the following information for each account: products sold, annual quantity sold, annual dollar value, frequency of weekly deliveries, number of delivery points, number of weekly deliveries and average number of cases per shipment. Are there seasonal surges or spikes in demand for any of these accounts? If so please explain. Provide point of contact information for each account. 10. Tell us where the estimated quantity of 250,000 - 500,000 cases fits in with overall demand for bottled water at your company using the attached Excel spreadsheet.
