Description
1. Position Title: Orphans and Vulnerable Children (OVC) Unit Leader 2. Market Value: GS-14 - $87,263 to $113,444. Final compensation will be based upon the candidate past salary and work history, experience, and educational background of the successful candidate. 3. Place of Performance: Kampala, Uganda 4. Period of Performance: Six months only contract. 5. The U.S. Agency for International Development Mission in Uganda seeks to employ a U.S. (U.S. and Resident Aliens) offshore or resident in Uganda and Third Country National Personal Services Contractor to manage the OVC portfolio, and provide technical advice and program management as the Unit Leaders and as the AOR/COR or alternate of OVC awards. 6. Education and work experience: Master's degree in social work, sociology, public health, epidemiology, social or behavioral science or closely related field required. 7. Prior Work Experience: Minimum of ten years' experience working with children's issues and programs, with at least five years of experience working in an international OVC setting. Experience in working with USAID Missions, host country governments, implementing partners, community-based organizations, and/or other bilateral donors internationally required with PEPFAR and/or OVC programs in supervisory program management, with demonstrated experience applying policy directives to activity design, implementation and monitoring and evaluation. 8. Knowledge: Detailed understanding of USG processes and requirements as related to PEPFAR programming and funding required. Comprehensive understanding of HIV/AIDS prevention and community-based social welfare initiatives, including program design, implementation and evaluation required. Strong knowledge of USAID procedures and experience with USAID Missions; required. 9. Skills and Abilities: Strong analytical, management and organizational skills are required. The position requires demonstrated ability in strategic planning, technical and socio-economic analysis, budget preparation, and reporting skills. Considerable confidentiality, sensitivity, poise and maturity are mandatory as the applicant will represent USAID in meetings with Ugandan officials and donor partners. The applicant should possess strong interpersonal and cross-cultural skills and the ability to work within a team setting and with minimal supervision. Strong leadership and negotiating skills are required. Demonstrated knowledge and proficiency in computer office applications are required. Current Level II AOR/COR certification desired. 10. Language Proficiency: Excellent written and oral communication skills in English are required. 11. Consideration and selection will be based on a panel evaluation of the Evaluation Factors. Additionally, interviews and writing samples may be requested only from the top scoring candidates. Please note that not all applicants will be interviewed or contacted. The applicant's references must be able to provide substantive information about his/her past performance and abilities. Applicants are required to submit a curriculum vitae/resume that demonstrates how education, prior experience and/or training addresses the Minimum Qualifications and Evaluation Criteria. 12. Notice to Applicants: USAID reserves the right to obtain from previous employers relevant information concerning the applicant's past performance, technical knowledge, required skills, including teamwork and team-building experience and may consider such information in its evaluation. Ethics and trustworthiness considerations will receive particular scrutiny throughout the Program. Training, and any other sources deemed appropriate, will be reviewed for any signs of potential risks or cautions that might be detrimental to the responsibilities inherent to this Program. Such risks or cautions may result in disqualification for purposes of being appointed a contracting specialist. USAID/Uganda shall not pay for any expenses associated with the interviews. Introduction: The Unit Leader will provide direction and oversight to Unit members to ensure timely and effective program planning, accountability and reporting. S/he will supervise at least two staff member, create integrated linkages with other EYCD units as well as with other USAID technical areas/offices. S/he will also contribute to representing the Mission with other development partners, local counterparts and stakeholders, and program participants. MAJOR DUTIES AND RESPONSIBILITIES: The primary responsibilities of the OVC Unit Leader shall include but not be limited to: 1. Provide support and oversight of the implementation of all OVC programs, including the OVC evaluations. 2. Provide support and oversight in project design management in line with PEPFAR implementation and funding guidelines. 3. Provide support in the oversight and implementation of the DREAMS initiative within OVC Unit programs. 4. Provide targeted support to the EYCD Office Director in administering and managing the PEPFAR OVC portfolio. 5. Work as part of larger USG Mission PEPFAR team and attend technical working groups. S/he will work in collaboration other USG PEPFAR agencies that work with OVC. 6. Liaise and work closely with health/HIV/AIDs team to enhance linkages and integration of OVC services within their programs. 7. Conduct site visits when needed to review program implementation for EYCD OVC programs. Based on the information collected during field visits, communicate findings and recommendations to improve program implementation and oversight to the Office Director. 8. Provide financial analysis for individual OVC programs and larger multi-program analysis in coordination with the overall Mission effort. 9. Review quarterly and other reports from OVC partners and provide an analysis of the program direction and progress towards meeting targets and reporting to the office director. 10. Mentor COR/AORs to improve program management and oversight. 11. Support the monitoring of programs' quality and results through reporting on data collected and analyzed during the use of Site Improvement through Monitoring System community tool. Supervision: The OVC Unit Leader will be supervised by the Education, Youth, and Child Development Office Director or his/her designee.
