- Intent to Sole Source NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Simplified Acquisition Branch intends to negotiate on a sole source basis with WC Safety Systems, 8805 Tanglewild Pl., New Orleans, LA 70123, using the procedures in FAR Part 13, to continue the Spirit of Safety program. Marine Operations initiated a behavior-based safety observation program in 2014. The contractor provided initial training, DVD training, safety observation cards, monthly reports and recommendations for workplace improvements. The initial contract included one (1) option year. The program seeks to improve the Safety Culture through behavioral change, to create an atmosphere of sharing, without fear of speaking up for safety and reporting of near misses to better gauge employee involvement and the overall health of the program. Many behavioral based safety initiatives fail because leaders, managers, and supervisors do not deliver positive reinforcement and recognition for employee involvement, performing observations, and safe work behaviors. To avoid lapse in summary reports, recommendations, and continuity of safety program the current provider needs to continue current services. Current reports and observation cards are a large determining factor for rating the Proactive Safe Ship of the Quarter. The Spirit of Safety program is a proprietary program and only available through WC Safety Systems. The administrative and monetary costs of switching programs justify keeping the current system in place. Alternative vendors previously considered in 2012 have confirmed that their pricing options have not changed. The North American Industry Classification Code (NAICS) for this acquisition is 541618, Other Management Consulting Services, with a business size standard $15 million. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A statement of capabilities must be received by 12:00 PM EST on May 10, 2016. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required services. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements. Capability statements and related materials must be e-mailed to Alexander Cooper at alexander.cooper@noaa.gov by 12:00 PM EST on May 10, 2016.
