Description
Vendor Questions 20160505 Changelog 1: Added Vendor Questions 20160505 Subpart 12.6, as supplemented with additional information included in this notice. This announcement is being issued as a request for quotation (RFQ) and constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (2005-87-1). This combined synopsis/solicitation is a cascading set-aside 100% for small business. In the event that no capable small businesses are found, large business responses to this solicitation will be considered. North American Industrial Classification Standard 315220 applies to this solicitation; business size standard is 1,250 employees. If award is to be made to a small business, the Contracting officer reserves the right to award under a different NAICS as long as the business would have been considered a Small Business if awarded against the solicited NAICS. ***The government intends to issue one contract for an initial bulk purchase and also establish a Blanket Purchase Agreement for additional items, as needed. The BPA will function as the primary vehicle to purchase new requirements.*** Contractor Registration (SAM) prior to award. If not already registered in SAM, go to WWW.SAM.GOV to register prior to submitting quote. The following is needed: The Minnesota Air National Guard, 148th Fighter Wing, Duluth Minnesota is seeking potential sources which can provide the following items: -Structural Fire Fighting Coat, 10EA -Structural Fire Fighting Pants, 11PR -Structural Fire Fighting Gloves, 7PR -Proximity Fire Fighting Coat, 13EA -Proximity Fire Fighting Pants, 13EA -Proximity Fire Fighting Gloves, 14PR -Dual Purpose Structural and Proximity Fire Fighting Boots, 12PR -Fire Fighting Helmet, 20EA -Fire Fighting Hood & Instructor Hood Specifications for Proximity, 20EA All items shall be compliant with the attached 148th Fire Department Bid Specification document which utilizes USAF Fire Emergency Services Personal Protective Equipment Ensemble Specifications. Quantities reflect the initial bulk purchase. Price shipping costs into the line items, and indicate of that pricing (with shipping) is valid for any continued purchasing agreement. Indicate country and company of manufacture. Provision 52.212-2 Evaluation-Commercial Items is amended to read: "In accordance with FAR 13, quotes can be comparatively evaluated. Quality will be evaluated using commercial reviews, military pass experience, or any other reasonable method. Price will be equal to quality for purposes of evaluation. Government reserves the right to issue partial awards." All questions and quotes must be directed to MSgt Christopher Fisher via email at usaf.mn.148-fw.list.MSC-Personnel@mail.mil (include the solicitation number in the subject line). Questions will be answered at the discretion of the Contracting Officer. Please make quotes good for 90 days, if possible. Emailed quotes are preferred. Quotes must be received by no later than 1:00 PM CST, on the response date. Late quotes may be rejected at the Contracting Officer's discretion. Responses: Electronic responses on company letterhead are requested for submission in accordance with the instructions listed in this RFI. Electronic Documents: All electronic documents must NOT be 'secured', 'locked', or otherwise inaccessible. Submitter risks rejection if documents prove inhospitable to viewing and evaluation. Utilize standard Microsoft or Adobe formats, and net file size of all documents should be less than 10MB.
