- The U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG), Aberdeen Proving Ground, Natick Contracting Division in support of the U.S. Army Natick Soldier Research, Development and Engineering Center (NSRDEC) Combat Feeding Directorate (CFD) intends to award a firm fixed price contract on a sole source basis to North Carolina State University, located at 2701 Sullivan Drive, Raleigh, NC, 27695-7003, under the authority as prescribed in FAR 13.106(b)(1). The requirement is for atomic layer deposition (ALD) capabilities and analysis services to support basic research and development for the CFD Technical Base project 'Structure/Performance Investigation of Novel Barrier Coating Packaging Technologies for Microwave Assisted Thermal Sterilization (MATS)' and to provide pilot data for a future CFD Joint Statement of Need (JSN) proposal. This work follows on to previous research performed for the NSRDEC Material Sciences and Engineering Team, Warfighter Directorate, on the low temperature atomic layer deposition of conformal, uniform ultrathin metal oxide coatings onto three dimensional porous polymeric substrates that was conducted by the Director of the North Carolina State University (NC State) Nanotechnology Initiative, and the research team at the NC State Department of Chemical and Biomolecular Engineering. This work was completed using a novel prototype reactor designed and fabricated at NC State. This reactor is unique and exclusive in the field of ALD coating research because it is designed to coat fully pervious materials (where gases are directed to pass through the substrate). The reactor construction allows for in-situ analysis, such as Fourier transform infrared spectroscopy (FTIR), to be performed during the ALD process, which is unique in the field. The reactor also can be used with various metal oxide coatings, various flexible polymer substrates, and performs low temperature ALD. NC State currently possesses the only reactor capable of coating temperature sensitive porous, flexible fiber mat and polymer substrates using batch and continuous roll-to-roll manufacturing with GRAS-approved metal oxides. Recipes, procedures, and process and performance data have already been gathered on multiple metal oxide-polymer substrate combinations of interest to this work using this unique equipment. Changing laboratories and equipment would not provide the same results and would result in detrimental effects to the research in time, cost, and mission success.
