Description
The U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG), Aberdeen Proving Ground, Natick Contracting Division in support of the U.S. Army Natick Soldier Research, Development and Engineering Center (NSRDEC) Warfighter Directorate intends to award a firm fixed price contract on a sole source basis to RdF Corporation, located at 23 Elm Ave, Hudson, NH 03051-3224, under the authority as prescribed in FAR 13.106-1(b)(1). The requirement is for Calorimeters and Radiometers for use in a multi-lab ASTM F1930 Thermal Manikin Test. The RdF Schmidt-Boelter type Calorimeter and RdF Fast Response Radiometers are the only commercially available sensors that both meet the required response time (16 ms nominal) and that are also in use by the other labs involved in the testing. No other sensors will meet the Government's testing requirements in order to minimize lab-to-lab variations and facilitate a verifiable, accurate, reproducible method of high energy calibration that consists of predictable components of both radiant and convected energy. Incorrect calibration coefficients may result in erroneous test measurements of flame resistant uniforms and ultimately lead to the use of unsuitable uniforms for a battlefield fire event scenarios posing a risk to life and limb of the warfighter. The North American Industry Classification System (NAICS) for this requirement is 334519 and the size standard is 500 employees. THIS IS NOT A REQUEST FOR PROPOSALS.
