- Surgical Instrument Repair Draft Performance Work Statement This is not a solicitation announcement. This is a Sources Sought synopsis only. The purpose of this Sources Sought synopsis is to gain knowledge of potential qualified sources and their socioeconomic size classifications relative to NAICS code 811219, size standard of $20.5M. Responses to this Sources Sought synopsis will be used by the Government to make appropriate acquisition decisions. If adequate competition exists after review of the responses to this Sources Sought synopsis, a Task Order Proposal Request letter may be issued. Responses to this Sources Sought synopsis are not adequate responses to the TOPR letter. Travis AFB is seeking sources for a potential contract to provide inspection, maintenance and repair services of surgical instruments. Contractor will be responsible for servicing a large assortment of surgical instruments extending from but not limited to Minimally Invasive Surgery (MIS) to micro instruments that are used in (but not limited to) the following clinics and operating rooms; Otolaryngology, Laparoscopic, Plastic Surgery, Ophthalmology, orthopedics, OB/GYN, Oral Maxillofacial, General, Urology, Vascular and Cardiothoracic at David Grant Medical Center (DGMC), Travis AFB. Required services of surgical instruments are as follows but not limited to: inspection, maintenance, repair, cleaning and sharpening of surgical instruments performed in accordance with manufacturer requirements. Provide loaner equipment within stated timeframes, off-site maintenance services, repair obsolete equipment to maximize the life expectancy of equipment, test electrosurgical insulation of scopes/endoscopic instrumentation and repair any items that do not meet minimal manufacture and safety requirements, provide diamond dusting of microsurgical instrumentation, air hose repair, Castroviejo needle holder, specialty locks and springs replacement, laparoscopic rebuilds, continuity testing of bipolar instrumentation and cords and specific power equipment (Jacobs chucks, orthopedic attachments and bur guards), and inspections on back up instruments. Responses to this notice should include the company name, address, point of contact (to include phone number and e-mail) Cage Code, size of business pursuant to the NAICS code 811219 size standard of $20.5M and any other applicable socioeconomic status. The responses shall also include responses to the following questions: 1. What capabilities does your business have in servicing and repairing medical equipment? 2. Would repairs and services rendered have any applicable warranties? 3. Would a computerized tracking system for items serviced and repaired be available? 4. Would your company be able to provide in-house training to our personnel on surgical instrument maintenance? 5. Would your company perform leak test certification for surgical personnel? 6. Would your company be able to provide a loaner equipment program for off-site serviced items? 7. Would your company provide high-powered diagnostic cameras, up to 50X magnification Spectra-Scan? If so, how would you use this camera? 8. Would your company provide magnification of up to 250X Digital Pictures of Spectra-Scan for inspection services, detailing their findings of the damage, wear, tear, and overall condition of the instrument/scope? 9. Would your company provide technicians certified in International Standards Organization (ISO) 9001:2000, ISO 13485:2003 (Medical Devices), and Quality Inspection? 10. Would your company provide a technician certified in and a Member of American Society for Quality (ASQ)? 11. Does your company have experience in dealing with large, complex medical centers with similar demographics (annually produces over 450,000 outpatient visits, 5,000 admissions, 3,000 surgical procedures, 51,000 dental visits and 200 research protocols with 129 residents, 1,800 staff and a budget of $55M)? 12. Does your company have experience covering services for the following clinics and OR's; Otolaryngology, Laparoscopic, Plastic Surgery, Ophthalmology, orthopedics, OB/GYN, Oral Maxillofacial, General, Urology, Vascular and Cardiothoracic? 13. Would your company provide the following preventative maintenance programs: Power Equipment, Flexible Endoscope, Surgical Instrument Quality Assurance. This is not a request for proposals and in no way obligates the Government to award any contract. No solicitation is currently available. All firms responding to this Sources Sought synopsis are advised that their response to this notice is not a request to be considered for a contract award. If a TOPR letter is issued, it will be issued at a later date, and all interested offerors must respond to that solicitation announcement separately from the responses to this announcement.
