- CP23-7 HVAC Installation Labor Subcontract Installation of HVAC Duct in the Mixed Oxide Fuel Fabrication Facility at Savannah River Nuclear Site An on-site Pre-bid conference is scheduled for 10:00 AM (Eastern Time) May 17, 2016. Bids are due by 4 PM (Eastern Time) June 9, 2016. This one year Labor Hour contract (with two available option years) will have incentives with a surveillance plan monitored by MOX Services to ensure that goals are achieved or exceeded. Proposals will be solicited for a single subcontractor to complete this installation work. If you are interested in reviewing the Solicitation Package please contact the MOX Services Procurement Contact: William O'Neill 803-819-5697 WJO'Neill@moxproject.com Statement of Work MOX Services is the prime contractor for the Department of Energy's Mixed Oxide Fuel Fabrication Facility (MFFF) in Aiken, South Carolina. Within the MFFF will be an intricately engineered HVAC system, which will support three main areas: The (MOX) Mixed Oxide Processing Area (BMP, the Aqueous Polishing Area (BAP)), and the Shipping and Receiving Area (BSR). These three areas, collectively, comprise over 380 separate rooms. This contract is for the expert and specialized labor needed for construction supervision and installation of the attached quantities of HVAC duct and equipment over a 3 year period (where there will be a base contract year in duration, with 2 additional 1 year in duration options). The subcontractor will be expected to work with MOX Services in order to realize efficiencies and maximum productivity levels. The Scope of Work Includes • HVAC Systems installation, including duct, and supports, which is ongoing in approximately half of the rooms in the BMF; • Installation and fabrication of seismic supports • Installation of ducting • Installation of ductwork accessories and inline components (air distribution devices and dampers) • Installation of equipment supplied by MOX Service • Installation of fire wrap and insulation on ductwork • Support of system balancing and testing • Touchup painting of galvanized ducting and accessories • Temporary ventilation - maintenance and operation of temporary ventilation for the entire MFFF • Leak testing C23-7 HVAC Systems Labor Hour Installation Subcontractor will be continuing installations which will in most cases involve the completion of work started by others. The scope of the installations is further defined by the Specifications and Procedures presented in the solicitation. A representative sample of the duct layout, support designs, and equipment will also be included. The design documents presented will be representative of the entire facility and present the method of design presentation. They also present the different types of installation work that will be involved and the variation in complexity and degree of difficulty that will be involved. A complete set of specifications and drawings will be provided to the successful Offeror as the work areas are released for installation. Work Not Included • Penetration seals • Instrumentation • Electrical and services (air, water, etc.) connections • VHD ductwork, which is stainless steel piping, supplied and installed by others up to final filters. From the final filters to the stack is part of this scope of work. The successful Subcontractor for this contract will not provide any permanent plant equipment to be installed. All equipment has been and will be obtained by MOX Services. MOX Services has procured HVAC equipment that includes: • HVAC Seismic Supports • Fans • Filter Housings • Dampers • Air Flow Monitors • Duct mounted electric heating coils • Air Handling Units • Air Filtration Units (Biological, Chemical, & Radiological Filters) • Process Cell Dehumidification System (DX Systems) • Self-contained air conditioning units and room coolers • Chilled water cooling coils • Heating Coils • Expansion joints • Seismic ductwork, galvanized steel, and stainless steel • HVAC Duct • Duct Insulation • Duct Fire wrap • Grilles and Registers • All welding consumables All work, including welding, will be performed under the MOX Services QA/QC program. All QC inspections and nondestructive examination (NDE) will be performed by MOX Services. All welding and welder qualifications will be performed in accordance with or provided by MOX Services procedures and in addition all weld filler material will be furnished by MOX Services. Electrical power and temporary electrical support will be provided by MOX Services at no cost to the HVAC Systems Installation Subcontractor. MOX Services will provide all heavy lifting and rigging equipment. MOX Services will provide all equipment required for unloading and transporting of MOX purchased equipment and materials, including from various storage and laydown areas. Scaffolding will be provided by, erected and disassembled by MOX Services and inspected on a daily basis. A minimum 24 hour notification prior to the need time is required. MOX Services will accommodate the Subcontractor earlier whenever possible. MOX Services will provide office space. MOX Services will provide change room space in the Craft Support Facility. MOX Services will provide a structure for subcontractor use of an on-site fabrication shop. MOX Services will perform all coating required for HVAC supports and equipment (except for Galvanizing touch-up). • Where Stainless Steel (SS) duct is installed on Carbon Steel (CS) supports, the CS supports must be coated prior to the installation of the duct (coating performed by MOX Services). MOX Services will provide telephone service, and internet connectivity MOX Services will provide connectivity and computers on site for access to the MOX Services network. MOX Services will provide equipment for voice over internet protocol (VOIP) phone service. MOX Services will provide Lighting in all areas MOX Services will provide General area lighting within the BMF will be provided by MOX Services. MOX Services will provide and maintain required portable sanitary facilities and enclosures within the boundary of the MFFF. MOX Services will provide Parking • Restricted to the areas designated by MOX Services. Equipment, Materials, or Services Furnished by Subcontractor The Subcontractor shall provide temporary facilities, materials, tools, and equipment specifically requested by MOX Services. The Subcontractor shall include these items that they are directed to procure, rent or lease. Tools Included in unit rate: • Subcontractor will supply all PPE for employees to include • Hard hats • Eye protection: Safety Glasses; safety goggles; & face shields • Hearing protection • High visibility long sleeve shirts • All welding PPE • Fall protection safety harnesses • All PPE to be compliant with MOX Services ES&H Program, OSHA Regulations and applicable Standards referenced in the MOX Services Subcontract Documents. ALL OTHER TOOLS TO BE PROVIDED (UPON APPROVAL OF MOX SERVICES STR) A. Vendor Qualifications The subcontract will be QL-4 to work under the MOX QA Program so the installer having a NQA-1 Program is not required. Offerors that are unable to document at least three (3) years of experience specializing in HVAC installation in a large complex nuclear environment will be excluded from competition. Offerors unable to document that they are familiar with most of the following codes: the SMACNA, ERDA, AISC, IEEE, ANSI, ASME, ASTM, AWS, NCIG, ASNT, and NRC codes, standards, and references used in HVAC installations in nuclear facilities will also be excluded from competition. Bidders can document familiarity with the codes, standards, and references by properly using them and referring to them throughout their proposal, where after such familiarity will be evaluated by MOX Services professionals currently working in the referenced areas. B. Safety Rules • Each subcontractor is required to comply with their company's safety rules. Individual company safety rules must be submitted and approved by MOX Services prior to beginning work on the site. These items must be submitted with the subcontractor's response to RFP. • Employees are required to properly dress for work, substantial shoes are required at all times. Sneakers, sandals, shorts, tank tops, and like attire are inappropriate and will not be permitted. Employees must wear bright colored (fluorescent yellow, orange, or green) long sleeved shirts (or in the alternative of having the required colored shirt, a long sleeve shirt with a bright colored (orange or yellow) safety vest will suffice), hardhats, steel toed shoes, and safety glasses at all times while in the field (except in MOX Services approved and designated areas). Employees who report to or are seen with inappropriate dress will be referred to their employer for appropriate corrective action. • Identification badge, security, housekeeping, fitness for duty, environmental controls, conduct on the job, parking, driving, and site access rules will be detailed in the final contract. These items are detailed in Section F of the RFP and are the standard practices used at the MOX Services project.
