- Capabilities Statement and Project Experience Sheet(s) THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. This sources sought is issued for the sole purpose of conducting market research in accordance with the Federal Acquisition Regulation (FAR) Part 10. The Government is seeking to identify qualified business sources under 2016 North American Industry Classification System (NAICS) 236220 for Commercial and Institutional Building Construction (Size Standard - $36.5 Million). Synopsis: a. This Source Sought notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The purpose of this Market Research and Sources Sought Notice is to gain knowledge of capability and availability of potential contractors. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. b. Scope of Work: The project consists of the construction of a Police Academy Female Staff College building supporting the training of 300 female students for the Afghan National Police (ANP) in Kabul, Afghanistan, construction of a water booster pump house, construction of an elevation water tower, design and construction of a ground storage water tank, and construction of a water booster pump/hydropneumatic tank/water disinfection system. The proposed facility shall be located within the limits of a secure ANP compound that has a current population of 2,500. Also included in this project is the demolition of Building 506, which is a 4.9m x 12.2m two story CONNEX type building, demolition of Building 304, which is an approximately 94m2 building, and demolition of two (2) half size containers located adjacent to Building 304. Floor plan sketches are provided. In addition this contract requires the contractor to supply and install all furnishings as listed in the contract. The project shall include but not be limited to the construction, material, labor and equipment to construct the Police Academy building, demolition of Building 506, Building 304, and the half size containers, water, sewer, electrical and communications utilities and other required infrastructure as described in this document. All standard construction amenities such as underground utilities, site grading, walkways, site drainage, plumbing, heating, electrical, communications, etc. shall be implied as a construction requirement. Fully designed construction documents, to include plans and specifications, are provided herein for the facilities. Contractor shall complete construction of site development and features as described in this Contract necessary for a fully functioning facility. The work within this contract shall meet and be constructed in accordance with current U.S. design and international Building Codes (IBC), Life Safety Codes (NFPA-101), Force Protection and security standards. A partial listing of references is: IBC, International Building Code, and NFPA 101, Life Safety Codes (latest edition). The estimated period of performance is 810 days. c. The Government anticipates awarding a firm fixed price contract. d. The estimated magnitude of this project is between $10,000,000 and $25,000,000 e. The Government is considering the use of full and open competition procedures for this project. The Lowest Price Technically Acceptable (LPTA) source selection process will be used to evaluate proposals. Evaluation criteria will be stated in the RFP. This acquisition will result in a single fixed price contract for the construction and one cost reimbursable line item for the furniture requirement. f. Additional Information: This announcement does not restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. A contractor will neither be pre-qualified nor excluded from the competition based upon any information provided in reply to this announcement. g. A bidders list will not be generated from replies to this announcement. Contractors will not automatically receive the RFP package as a result of replying to this announcement. h. A pre-solicitation announcement will be publicized at the Federal Business Opportunities website. An announcement is tentatively scheduled on or about 16 June 2016. Contractors are responsible for monitoring the website for the pre-solicitation announcement and for any posted changes or amendments. i. Response shall be submitted using the following Process: Complete the Capabilities Statement and the Project Experience Sheet(s) included with this announcement. Page Limitations: not to exceed 5 total single-spaced pages using a 12-point font size at a minimum, that clearly details the ability to perform and that addresses the specific requirements.
