Description
NASA/AFRC has a requirement for the Active Mass Damper (AMD) System software for the SOFIA aircraft, including but not limited to software, design, configuration, and test documentation and intends to procure this items from Moog, Inc. The following specifications must be met: 1. The contractor shall furnish all labor, materials, tools, and perform all operations necessary for the delivery of the AMD system software that was previously developed. 2. The contractor shall deliver all AMD software, software design and test documents that was previously developed under a previous contract. The deliverables shall include all necessary software components to compile and generate executable code that will install and operate the AMD system controller hardware and its peripheral components. Competition for this item is not practicable due to the following: 1. The AMD System Software has been baselined for inclusion in the NASA SOFIA aircraft. This AMD system software was chosen following an extensive trade study that identified the specific requirements needed to complete mission objectives. Only the AMD system software will allow for the completion of the required tasks. 2. The AMD system software is is the only existing software that meets the performance criteria identified. 3. This engine is MOOG proprietary, and therefore, the model would not be available from other sources. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications in writing to Rosalia Toberman at Rosalia.toberman@nasa.gov not later than 4:30 p.m. local time on May 12, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
