- Electronic Support Measure, Digital Signal Processing (DSP) and Software Development Services: Provide immediate and long-range contributions to the advancement of Navy Electronic Warfare (EW) programs to allow rapid deployment of emerging high-speed analog and digital signal processing components and techniques for use in current Surface Electronic Warfare Improvement Program (SEWIP) efforts and future Electronic Support Measures (ESM) systems. THIS REQUEST FOR INFORMATION DOES NOT COMMIT THE GOVERNMENT TO PAY ANY COSTS INCURRED IN PREPARATION OF ANY SUBMISSION TO THIS MARKET SURVEY OR TO CONTRACT FOR SERVICES. Location - Naval Research Laboratory at Washington DC. 2. Vision Statement Provide immediate and long-range contributions to the advancement of Navy Electronic Warfare (EW) programs to allow rapid deployment of emerging high-speed analog and digital signal processing components and techniques for use in current Surface Electronic Warfare Improvement Program (SEWIP) efforts and future Electronic Support Measures (ESM) systems 3. Introduction The Electronic Warfare Support Measures (ESM) Branch at the Naval Research Laboratory (NRL) is engaged in the research and development (R&D) of advanced passive electronic warfare systems. ESM branch employees conduct R&D, prototype design, and operational testing of ESM systems/subsystems associated with all disciplines of modern ESM systems. Research activity areas include: o Digital Receiver Design and Implementation o Advanced Digital Signal Processing (DSP) o Precision Direction Finding (PDF) Techniques o Precision Passive Geolocation Techniques o Miniaturized Electronic Support (ES) Payloads for Unmanned Platforms o RF Design (Board and System Level) o RF ASIC Design 4. Contract Type - Cost Plus Fixed Fee (CPFF). 5. Length of Award - three (3) years base with 2 one year option periods. 6. Services Characteristics - Attached to this document is a draft Statement of work for the effort. The Government is currently in the planning stages for this procurement and therefore will continue to modify the language within the Statement of Work as necessary. The attached document does not represent a final Statement of Work. 7. Responses format - The Government asks that interested parties, at a minimum, supply the following information in a Capability Statement: CONTACT INFORMATION A) Name of Company b) Telephone Number, Fax Number, Address, and e-mail address c) Business size and number of employees DESCRIPTION OF RELEVANT EXPERIENCE Provide a list of Navy, DoD or Federal contracts supported during the past 36 months with a brief description of the type of Digital Signal Processing (DSP) and Software Development Services Electronic Support Measures (ESM). Only list contracts related to Electronic Support Measures (ESM) similar to those of the attached Statement of Work. Please describe your company ability to meet or exceed NRL mission encompassing all related phases of engineering including applied research of emerging techniques and components, conceptual design and analysis, detailed hardware/software design, modeling and simulation, and prototype development.
