Description
Microelectrode Amplifier Data Digitizer, Software for Electrophysiology Studies-other functions TITLE: Sources Sought Notice FDA SS-1165037 This is a SOURCES SOUGHT NOTICE to determine the availability of potential small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) in accordance with FAR 7.104(d). The potential small business will need to demonstrate the capability to perform all facets of the work described below. The sole intent of this Sources Sought Notice is to obtain capabilities for set-aside and procurement planning purposes. The North American Industry Classification System (NAICS) code for the proposed acquisition is 334516, Analytical Laboratory Instrument Manufacturing, with size standard of 1000 employees. This is not an invitation for bid, request for proposal, or other solicitation, and in no way obligates the Food and Drug Administration (FDA) to award a contract. BACKGROUND: The Food and Drug Administration's Office of Acquisitions and Grants Services have a requirement for service maintenance agreement with four option years for the following: • Microelectrode Amplifier Data Digitizer, Associated Software for Electrophysiology Studies and PCLAMP 10 S W standard. Statement of Work: The vendor shall provide a microelectrode amplifier, a data digitizer, and data acquisition/analysis software. The software must operate under the 64-bit Windows 7 operating system. This equipment bundle must meet all required criteria listed below: • The amplifier shall be computer/software-controlled, and suitable for single-channel and whole-cell voltage clamp recordings, high speed current clamp recordings (both use in intracellular sharp electrode and extracellular field potential recordings), ion-selective electrode recording, amperometry/voltammetry recordings, and bilayer recordings. • The amplifier shall be able to support at least two headstages for recording from two cells simultaneously. Each headstage must contain a current-to-voltage converter for voltage clamp recordings, and a voltage follower for true current clamp recordings. • The amplifier shall permit automated pipette offset, pipette capacitance compensation, and series resistance/whole cell capacitance compensation. The amplifier also needs to have automatic oscillation detection to prevent damage to the cell being recorded when electrical feedback occurs. • The amplifier shall have selectable command sensitivity for flexible control of the output waveform. • The digitizer shall be a low-noise acquisition system with 16-bit resolution data that can eliminate 50/60Hz line-frequency noise; have a minimal of 2 analog output channels to send command voltage output independently, a minimal of 4 analog input channels to digitize acquired signals up to 500 KHz independently, and a minimal of 4 digital output channels to control periphery equipment including stimulus isolators and perfusion systems. • The digitizer shall have independent analog-to-digital converters for each input channel to ensure low crosstalk levels between channels and high data acquisition rate (up to 500 KHz). Data generated with this equipment bundle - amplifier, digitizer, and software - must be compatible with those generated by the existing electrophysiology system in the Division of Applied Regulatory Science. The current two equipment bundles in the division are MultiClamp 700B, Digidata 1550A1 series digitizer (with 1 channel humsilencer), and pClamp 10 Software. Please provide the follow Business information: 1. DUNS Number 2. Company Name 3. Company Address. 4. Company Point of Contact, phone number and email address 5. Type of company under NAICS, as validated via the System for Award Management (SAM). Additional information on NAICS codes can be found at www.sba.gov. Any potential government contract shall be registered on the SAM located at http://www.sam.gov/index.asp. 6. Corporate structure (corporation, LLC, sole proprietorship, partnership, limited liability partnership, professional corporation, etc.); 7. Current GSA Schedules appropriate to this Sources Sought 8. Current Government Wide Agency Contracts (GWACs) 9. Point of Contact, phone number and email address of individuals who can verify the demonstrated capabilities identified in the responses. Interested parties having the capabilities necessary to provide the stated requirements may submit capability statements via email or regular mail to the point of contact listed below. Responses shall be received not later than 3:00 PM EST, May 10th, 2016. Capability statements will not be returned and will not be accepted after the due date. Documentation should be emailed to: Naomi.Carter@fda.hhs.gov with subject line titled "Sources Sought 1165037".
