- NASA/GSFC plans to award a contract for providing the Restore-L Spacecraft Bus, which will support NASA GSFC's Satellite Servicing Capabilities Office's (SSCO) Restore-L Mission. The Restore-L Mission is a technology demonstration of satellite servicing capability for a client satellite located in Low Earth Orbit (LEO). The principle purpose of this contract is to acquire a spacecraft bus with interfaces to the Government developed robotic payload, which will refuel a government spacecraft in LEO. The Contractor also will provide other spacecraft-bus related capabilities and engineering services to accomplish the Restore-L mission integration, test, launch, and operations. It is anticipated that the subject contract will be a Firm-Fixed-Price (FFP), Core/Indefinite Delivery Indefinite Quantity (IDIQ) Single-Award contract with a five-year period of performance. The period of performance will be five years from the anticipated contract award date of on or about January 13, 2017. The NAICS Code and Size Standard are 336414 and 1,250 employees, respectively. The anticipated release date of the RFP, NNG16572187R, is on or about May 25, 2016 with an anticipated proposal due date of on or about July 11, 2016. The Government intends to utilize FAR Part 15 for this acquisition. This procurement will be a full and open competition. The anticipated Small Business goals for this procurement are as follows: Total Small Business Goals 6.0%; Small Disadvantaged Business Concerns (SDB) 2.0%; Women Owned Small Business Concerns (WOSB) 1.0%; Historically Black Colleges & Universities 0.5%; HUBZone Small Business Concerns 0.0%; Veteran-Owned Small Business Concerns (VOSB) 1.0%; Service-Disabled Veteran-Owned Small Business Concern 0.5%. All responsible sources may submit a proposal, which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html. The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. Prospective offerors shall be advised that this acquisition will involve International Traffic in Arms Regulations (ITAR) sensitive information. All prospective offerors must be certified by the Joint Certification Program (JCP) administered by the Defense Logistic Information Service (DLIS) to be eligible to download documents marked Export Controlled. This certification establishes that a company is a U.S. or Canadian contractor eligible to receive unclassified technical data that is under the control of the U.S. Department of Defense (DoD) or the Canadian Department of National Defense (DND). It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any).
