This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will be issued (formal solicitation will be attached to this notice). The Solicitation Number for this acquisition is W912BU-16-T-0039 and is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in affect through Federal Acquisition Circular 05-87. Clauses and Provisions are available on line at HTTP://farsite.hill.af.mil. This requirement is a 100 % Small Business Set Aside; the NAICS code is 541690 with a size standard of $15 M. Award will be based on lowest price. The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm fixed price contract for a contractor to provide all materials and labor and equipment necessary to provide an under-bridge access unit, driver, and operator access to aid U.S. Army Corps of Engineers (USACE) bridge inspectors inspecting the following bridges: Albeni Falls Dam located on the Pend Oreille River, near Newport, Washington, and Libby Dam located on the Kootenay River, near Libby, Montana. Albeni Falls Dam Service Bridge is a ten span steel girder bridge that is made up of an East bridge and West bridge, which run parallel to each other with a slot for gate operations between them. Service Contract Act Wage Determination No. WD 05-2565 (Rev.-17) and WD 05-2317 (Rev.-17) are applicable to this procurement. Duration and dates: The inspection is scheduled for the dates listed below, but may be subject to change. Ten hour workdays are to be assumed: Albeni Falls Dam Service Bridge 24-26 May 2016 Albeni Falls Dam Lifting Beam and Bulkheads 23-24 May 2016 Libby Dam Lifting Beam and Bulkheads 25-26 May 2016 There are also a maximum of two (2) option days total that can be used at any of the locations on an as needed basis. The contractor shall coordinate with the USACE technical POC to develop and provide the Job Hazard Analysis (JHA), including rescue plan, and host a pre-work safety briefing before inspection work commences. Safety oversight and assistance of USACE engineers performing to include ensuring proper rigging strategies and all actions are in accordance with requirements outlined in SPRAT or IRATA industry standards and as outlined in the USACE Safety Manual referenced in Section 1.5 below. In addition to the certification requirements, the Level III team leader must have previous experience as Level III on a minimum of 3 similar structural inspection jobs. The contractor shall provide weld inspectors performing NDT on Albeni Falls Dam and Libby Dam bulkheads and lifting beams must be an American Society for Nondestructive Testing (ASNT) Level II certified NDT technician. The ASNT inspector must have experience with ultrasonic shear wave and magnetic particle inspection methods on three (3) similar structural inspection jobs within the previous three (3) years. The weld inspectors will NOT need to use rope access techniques to gain access to the weld locations. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-87. FAR Provisions and Clauses applicable to this acquisition are as follows (latest edition) are incorporated in their entirety.
