- Description
- Project Description: This project consists of the construction of a kitchen and laundry facility. The construction work to be executed shall include, but not limited, to the following: soil study; site preparation; utility connections; validate the designs for the existing site and soil conditions; construction of a new kitchen and laundry facility; provide and install kitchen and laundry furniture and equipment; construction of perimeter fence/walls, a parking lot, a water cistern, and elevated water tank; required electrical, plumbing, sewer, and mechanical systems; provision and installation of dedication plaque; painting; and any other related works. Place of Performance: The kitchen and laundry facility will be constructed at Colonia Etchepare Psychiatric Hospital in Santa Lucia, Uruguay. Magnitude: The estimate construction cost for this project is between $500,000 and $1,000,000 US dollars. Contract award Evaluation Criteria: The Government will award a contract resulting from the solicitation to the responsible Offeror whose offer, conforming to the solicitation, represents the Lowest Price Technically Acceptable (LPTA) offer in accordance with FAR Part 15.101-2. The resultant contract type shall be Firm-Fixed-Price. Obtaining the solicitation: The solicitation will be issued unrestricted to allow for U.S. and non-U.S. firms to participate. The solicitation, including any drawings and specifications, will be available for download from the Federal Business Opportunities (FedBizOpps) website at https://www.fbo.gov. All notifications of any changes to this solicitation shall be made through the FedBizOpps website. It is the offerors responsibility to check the website for any posted changes to the solicitation. The solicitation and any possible amendments will be available for download via the FedBizOpps website on or about 1 June 2016. Site Visit: An exact date for an organized site visit has not yet been determined, however it will take place any day between 31 May 2016 through 3 June 2016. If you are interested in attending the site visit for this solicitation, respond via email no later than 23 May 2016, 12:00 P.M. (C.D.T.). Include company name, participant's name, email address, phone number, names of any additional proposed attendees, company role for all proposed attendees (prime contractor or subcontractor). Provide this information by e-mail to the following address: rebecca.s.veliz.civ@mail.mil and address the subject line of the e-mail with the firm name and title: Interested Vendor for Site Visit - Construction of Kitchen and Laundry Facility at Psychiatric Hospital in Santa Lucia, Uruguay W912CL-16-R-0010. An update to this notice will be issued as soon as a date for the site visit has been confirmed. FBO/SAM Registration: Potential offerors MUST register at https://www.fbo.gov in order to receive automatic notifications and/or changes to the solicitation. All offerors MUST also be registered in the System for Award Management (SAM) database be considered for award of a contract. Offerors can obtain further information on SAM via the website at https://www.sam.gov. This notice does not obligate the U.S. Government to award a contract, nor does it obligate the U.S. Government to pay for any proposal preparation costs. Contemplating Awardee: Since the contemplated contract is to be awarded by the Contracting activity located at Fort Sam Houston, Texas and be performed in Uruguay, all offerors must meet the following two requirements for work performed Outside the Continental United States (OCONUS): (1) Defense Federal Acquisition Regulation Supplement (DFARS) clause 252.225-7042 "Authorization to Perform" - The offeror represents that it has been duly authorized to operate and to do business in the country or countries in which the contract is to be performed; and (2) Federal Acquisition Regulation (FAR) clause 52.236-7 "Permits and Responsibilities - The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any host government and political subdivisions laws, codes, and regulations applicable to the performance of the work.
