- This Presolicitation Notice is to announce that the U.S. Department of the Interior (DOI), U.S. Geological Survey (USGS) is proposing to negotiate a contract with Seismic Exchange, Inc., on a sole-source basis, for Seismic Reflection Data. The USGS has concluded that these services are unique and only available from Seismic Exchange, Inc. However, if a firm believes it is capable of furnishing these services it may request, (a) a description of specific qualifications the Government requires of the service to meet its minimum need, and (b) the factors the Government will use to evaluate the service information submitted by firms in response to this Notice. Requests for this information may be made to the point-of-contact specified below. In order to be responsive to this Notice, a firm must request the aforementioned information and provide the appropriate capability statement for consideration by 05/19/2016. Responses that do not comply with these procedures will not be considered. Seismic Reflection Data to include the following: Washington State lines: ~28 miles 84-266-265 604 1400 9.057 Miles 86-266-285 SP 890-12425.0 miles 85-266-271 SP 1430-19667.628 miles 87-266-288 1126 1564 6.236 Miles Oklahoma lines: ~26 miles 5567-A-1-12 SP 1168-15658.292 Miles SEI-LC-5 SP 670-992(5.0 miles) 047-552 SP (whole line; ~3 mi) 2.938 Miles PR-WMF-01A SP 810-1693(5.0 miles) PR-WMF-03 SP 1001-2092 (~5.5 mi) Total Mileage: 55.44 @ $775/Mile = $42,966.00 The specifics of the acquisition that permit limiting competition are: The proposed vendor, SEI, is the only known owner of the data and thus precludes the award to any other vendor. The USGS does not have any other data in the Marianna, Ark., study area that provides subsurface images as deep as the proposed data provide. The areal coverage of the new data will also great expand existing knowledge of subsurface geology in the region. All costs associated with providing information as requested by this Notice shall be the responsibility of the responding firm.
