- Statement of Work DESCRIPTION: THIS ANNOUNCEMENT IS NOT A NOTICE OF SOLICITATION ISSUANCE. THIS IS A REQUEST FOR INFORMATION (RFI) FOR PLANNING PURPOSES ONLY. The Government is seeking information from all sources regarding a potential contract to purchase a Telemetry Antenna with receivers at the 96th Test Group, 586 Test Squadron North Area Avionics Test Site (NAATS), located at Holloman AFB, NM. Respondents will not be notified of the responses to this RFI. As stipulated in FAR 15.201(e), responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. In accordance with FAR 52.215-3, this notice is protected pursuant to the Freedom of Information Act and other laws and regulations. Information identified by a respondent as "Proprietary" or "Confidential" will not be disclosed outside of Government channels. SECTION 1 - BACKGROUND The mission of NAATS is to test various aspects of existing avionics test platforms for the Department of Defense and its partners over a number of differing airframe configurations. The Telemetry Antenna System is used in support of said test missions. SECTION 2 - PURPOSE OF RFI: This notice is issued for the purpose of identifying potential sources capable of meeting NAATS complete Telemetry Antenna System requirements. The Government intends to use information gathered from industry to gain awareness of capabilities, determine interested parties, and to support the formulation of an acquisition strategy. SECTION 3 - SCOPE OVERVIEW: The modernized new system shall be based upon replacing the present Telemetry Antenna System. It is assumed that the equipment will sit in the same physical footprint, and interface with the existing foundational tie-ins. The baseline assumption is that the old Telemetry Antenna System and subsystems will need to be removed in total and replaced with newly designed and fabricated equipment. Please see the attached Draft Requirements for additional information. It shall be the awardee's responsibility to demolish or remove existing equipment as needed, design, build, and install all the new equipment. The new system shall go through a functional checkout and satisfactorily pass acceptance testing prior to turn over to the Air Force. The awardee shall hold to standard engineering design practices with appropriate reviews and approvals from the Government. The awardee will be required to develop a complete engineering and installation plan. The plan will need to be tailored to track funding as well as meet specific milestones. Due to the current utilization of the present Telemetry Antenna System, downtime must be minimized. The awardee will be responsible for subcontracting the various subsystem vendors as needed and for all construction / demolition contracts. SECTION 4 - INDUSTRY DAY An Industry Day for the NAATS upgrade effort will be held In 15 June 2016 additional information will be posted on FedBizOpps when it becomes available. SECTION 5 - RESPONSE INSTRUCTIONS: Interested parties are encouraged to submit a capability statement not to exceed 20 pages in length including any pictures, diagrams and other materials. If submitted electronically, all responses must be provided in a Microsoft Office or Adobe format. Physical submissions must include original plus two (2) copies. Capability statements should include as a minimum: 1. Company Name, Address, 2. POC with Phone Number and E-mail Address, 3. DUNS Number and CAGE Code 4. Business size based on NAICS 334220; Size Standard: 1,250 Employees 5. Socioeconomic status (SDB,WOSB, SDVOSB, HUBZone) 6. Any supporting information regarding ability to meet the general requirements listed above. Capability statements are due by 2:00 pm MDT on 20 May 2016.
