- SYNOPSIS: This Request for Information (RFI) is to assist the Program Analysis Integration Office (PAIO) to identify potential sources that possess twenty plus years of Chemical, Biological, Radiological, Nuclear (CBRN) experience in technical, analytical and administrative capabilities to provide executive/senior level support services to PAIO for Strategic Planning, Emerging Threat Agents, Acquisition and Program Execution, Budget (Analysis, Review, Prioritization, Allocation), and Work Force Development. Interested parties are invited to submit a response to this RFI. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY This RFI is issued solely for information and planning purposes and to identify interested sources. THIS IS NOT A SOLICITATION. No contract will be awarded from this announcement. This RFI does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. It is subject to change and is not binding on the Government. Further, unsolicited proposals will not be accepted. Funding is not available at this time. The United States Army has not made a commitment to procure any of the services discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. Response to this RFI is voluntary and no reimbursement will be made for any costs associated with providing information in response to this and any follow-on information requests. All submissions become Government property and will not be returned. Not responding to this RFI does not preclude participation in any future RFP if any is issued. If a solicitation is released, it will be synopsized in the Federal Business Opportunities (FedBizOps) website. It is the responsibility of the potential responders to monitor this site for additional information pertaining to this subject. DESCRIPTION: The purpose of this RFI is to obtain information on industry capability to provide senior subject matter experts (SMEs) to PAIO in performing its role in the Chemical Biological Defense Program (CBDP) Enterprise at Edgewood Area Aberdeen Proving Ground. The responsibilities of the SMEs would include the following: - provide assistance and advice in the development of strategic plans and processes and provide third party independent reviews of all strategic plans; - provide technical and engineering advice to PAIO executive and senior level management on program and requirements trends, modifications and changes; - assist the government in independent reviews of existing and future programs relative to the programs' ability to meet schedule, cost, performance, and obligation thresholds; - provide senior level expertise in the study and analysis of Component Services CBRN budget submissions relative to the Department of Defense budget and support independent PPBE analysis; - conduct strategy reviews and provide recommendations on external engagement and partnering for improving applied analytics and collaboration (evaluating best practice platforms, methods, tools and processes) for the CBRN community; - provide general Web Reporting Tool (WRT) data management and analytics assistance with establishing and maintaining authoritative CBDP Enterprise data and tools to allow for timely analysis and better data informed decisions; - provide executive/senior level expertise to support government workforce development, career planning, coaching, counseling and mentoring. RESPONSES: Interested parties are encouraged to submit a response to this RFI with a white paper, not to exceed ten pages, with the following information: 1. A capability statement discussing: i. ability to provide qualified individuals to perform the services discussed; ii. current and past contracts with the US Government and Department of Defense agencies for similar requirements; iii. any teaming/subcontracting arrangements and the division of labor among the Respondent and team members or subcontractors. 2. Please provide business size, (indicate whether your company is a Small Disadvantaged Business), applicable NAICS code, and CAGE code.
