- -Request For Information: M997A3 HMMWV Ambulance Heater Kit DESCRIPTION OF INTENT: This is a Request for Information (RFI) notice in support of the following: No contract will be awarded from this announcement. This is not a Request for Proposal or an announcement of a forthcoming solicitation, nor is it a request seeking Offerors to be placed on a solicitation mailing list. Response to this RFI is voluntary and no reimbursement will be made for any costs associated with submitting/providing information to the Government for assessment. No solicitation document exists at this time, this is being conducted as a market research step at this point to gather and technically assess industries capability and commercial products for heater kits. STUDY: The U.S. Army Tank Automotive Command (TACOM) is conducting a RFI Notice to identify the Commercial availability of a 28 Volt, Direct Current, Heating, Ventilation and Air Conditioning (HVAC) system for the M997A3 High Mobility Multipurpose Wheeled Vehicle (HMMWV) Ambulance. The system requirements that the Government is interested in includes: fuel fired coolant heater (must fit in the nosecone of the M997A3) with a 30/60kBtu/hour capacity, cooling, air handling unit, heat exchanger, coil, blower, piping, service points, leak containment, duct work, exhaust, muffler, control panel and wiring harnesses. In addition, the system must meet: Army Regulation 602.2, have a Satisfactory Health Hazard Assessment Report and MIL-STD-1472G Heating & Cooling System Requirements. RFI QUESTIONS: Part I. Has any standard performance specification testing been completed on the product (e.g. OEM-specific, SAE, ASTM, etc...)? If standard performance specification testing has been completed, please list the specification(s). 6. What are the flow rates of each configuration at 1, 2, and 3 Pounds Per Square Inch Gauge back pressure? 7. What control strategy is utilized for temperature regulation? Please provide details on what items, ie temperature, flow (air/liquid), on/off are controlled and how the feedback loop operates. 8. What are the temperature control set points? 9. Are the temperature control set points configurable? 10. How does the kit function with different thermal loads? 11. What does the kit need in the coolant loop? 12. Is the kit modular? How/what components added/removed as needed based on where vehicle would be deployed? 13. What fuel(s) can the kit operate on? 14. What temperature range will the kit function in? Section b. Marketing Information 15. What are the typical users using your product for? 16. Is the product readily available in the commercial market? If so, where is the product manufactured? 17. If the product is manufactured outside of the United States, can it be shipped to the United States for testing by the United States Government? 18.
