NATIONAL TRANSIT INSTITUTE REQUEST FOR PROPOSAL #3028 PUBLIC INVOLVEMENT IN TRANSPORTATION DECISIONMAKING (TPE12) Date for receipt of proposals : Tuesday June 21, 2016 by 2:00 PM (EST) The National Transit Institute (NTI) is seeking proposals from qualified professionals to facilitate its existing Public Involvement in Transportation Decisionmaking course. In addition, NTI may periodically request proposers to edit/update the existing course materials. NTI's Public Involvement in Transportation Decisionmaking is a three-day course. Public Involvement is much more than posting notices and holding public hearings. Public participation involves creative thinking, with willingness and ability to interact openly to the public's preferred forms of communication. It is about being sensitive to disparate needs, conflicting priorities, and building partnerships with communities in order to have successful public involvement. It is about giving the public an opportunity to influence transportation decisionmaking from all aspects of a project. This course "walks the talk" by employing public involvement techniques as the means of conveying the key learning outcomes. It is a joint effort among FTA's Office of Planning, NTI, the Federal Highway Administration's (FHWA) Office of Planning, and the National Highway Institute (NHI) and was recently updated to reflect changes in the Federal Transportation reauthorization. This course does not focus on the NEPA process, but on more general strategies and tools of engaging the public. This course seeks to give transit agencies, planners, transportation specialists, communication professionals and others the practical strategies, examples, and tools they need to address new and existing Public Involvement efforts in their regions and communities, and engage in better decisionmaking in transportation.
