- This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT The Department of Labor, Office of Administrative Judges (OALJ) intends to award a sole source contract for a period five (5) years, with one (1) 12-month base period and four (4) 12-month option periods, to JAB Innovative Solutions, LLC, Ness Hollow CT, Bristow, VA, 20136-3124 Basic Services required: To procure Attorneys to work as contract writers to assist the OALJ in the disposition of claims arising under the Black Lung Benefits Act (BLBA) and approximately 60 other laws to JAB Innovative Solutions, LLC The associated North America Industry Classification System (NAICS) Code is 541110 and the Business Size Standard is 11M. The government intends to award a firm fixed price, contract to JAB Innovative Solutions, LLC, Ness Hollow CT, Bristow, VA, 20136-3124 in accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The Period of performance (POP): Base: 06/30/2016 to 06/29/2017 Option One: 06/30/2017 to 06/29/2018 Option Two: 06/30/2018 to 06/29/2019 Option Three: 06/30/2019 to 06/29/2020 Option Four: 06/30/2020 to 06/29/2021 The resulting contract is for a firm fixed price service. The statutory authority permitting other than full and open competition is 41 U.S.C. 3304(a)(1), as implemented by FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. Written responses to this notice shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All interested sources may submit a proposal which will be considered by the agency for future purposes. This is not a request for competitive proposals and the Government does not intend to pay for information received. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. All responses received within 8 days after date of publication of this notice will be considered by the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 4:30 P.M. Eastern Time May 9, 2016. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
