- Sole Source Justification Statement of Work EE-133E-16-RQ-0410 Solicitation The U.S. Department of Commerce, National Oceanic Atmospheric Administration (NOAA), Wallops Command Data Acquisition (CDA) Station, Wallops Island, Virginia, Special Notice of Intent of sole source to negotiate and award a firm fixed hourly rate service contract to General Dynamics Mission System, 1219 Digital Drive, Richardson, TX. General Dynamics who acquired Radiation Systems Inc. (RSI) who was the proprietor of rights to designs and engineering that built 18M A antenna system located at NOAA Wallops Island, Virginia. General Dynamics is the only source that has extensive engineering knowledge and expertise required to provide engineering consulting and service that can assist with two areas of concern on the Data Package, first, to restore all the azimuth mechanical limits/stops on the current pointing equipment that are consistent with the original 18M antenna configuration and second, to evaluate and restore the heritage elevation stack assembly currently on 18M A antenna system or to replace with 18M B unit. The statement of work describes the complete requirement and is attached. The Wallops CDA Station is currently tracking Deep Space Climate Observatory (DSCOVER) spacecraft using the Station's 18M A antenna system. The operation of this antenna is critical to national security and the general public. In order to comply with the debt collection improvement act of 1966, all contractors must be registered in the central contractor registration (CCR) to be considered for an award of a federal contract. The Product Service Code for this requirement is J059 and the North American Identification Classification System (NAICS) code is 541330. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one under the authority of FAR 6.302(b)(1)(i). Any interested persons may identify their interest, provide knowledge and engineering capability of this 18M Antenna Servo System Data Package Assy including azimuth/elevation experience by responding to the requirement or submit a proposal. This notice of intent is not a request for competitive proposals. However, all proposals received by 12:00 pm ET, May 13, 2016 will be considered by the Government. A determination by the Government not to compete this proposal requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the Government. Inquires will only be accepted via email to donna.l.cohee@noaa.gov
