- Description
- The Defense Information Systems Agency (DISA)/Defense Information Technology Contracting Organization (DITCO) intend to issue a sole source contract to ViaSat, Inc., 6155 El Camino Real, Carlsbad, CA 92009. This acquisition is for Senior Leader Command Control Communications System - Airborne (SLC3S-A) Broadband Aero Mobile Satellite Service (AMSS) IIa. The proposed contract action is to provide Senior Leaders and their support staff with Ku-band and Ka-band communications utilizing ViaSat subscription service while travelling via aircraft. The Air Force Big Safari Program office is currently modernizing the SLCS entire fleet to include VC-25A, C-32A, C-40B and C37A/B aircraft. This modernization will replace the current proprietary (BBSN) aircraft hardware with new ViaSat hardware. The end goal of this modernization will allow the use of non-proprietary SATCOM services through an open source architecture known as Open Antenna Modem Interface Protocol (AMIP). Procurement of the aircraft hardware with the Open AMIP+ specification is being accomplished through other contracting means within the Air Force and is separate from the procurement of the subscription services. Until the Open AMIP+ specification is available, ViaSat is the only provider of service that is compatible with the newly installed ViaSat aircraft hardware. ViaSat is the manufacturer of modems that are compatible with the new aircraft hardware without use of the Open AMIP+ specification. These ViaSat modems use a proprietary waveform that also makes them compatible only with ViaSat service. A request for a written proposal is expected to be issued May 6, 2016. Anticipated award date is June 1, 2016. The resultant firm-fixed price contract will be for a 12-month base period and two six-month option periods. The statutory authority for other than full and open competition is 10 USC 2304 (c) (1), only one responsible source and no other supplies or services will satisfy agency requirements. Companies that can provide this service must indicate their interest in writing within 4 business days of this advertisement. All responsible sources will be considered in evaluating the determination to issue a sole-source contract. Quotations or proposals received in response to this notice cannot be accepted since this synopsis cannot be considered a request for quote or a request for proposal.
