- Notice Details: Contract Number: FA4610-15-C-0045 Notice Type: Special Notice Synopsis: Special Notice FA4610-15-C-0045 Description: NOTICE OF INTENT TO EXTEND SOLE SOURCE AWARD 30 th Contracting Squadron, Vandenberg AFB, CA intends to extend the existing 614 th ACOMS IT Contract, FA4610-15-C-C0045 on a sole source basis with an effective date 1 Sep 16 and potentially ending 31 Mar 17, (contemplating a 4-months base and three 1-month options for a total of 7 months) to InDyne, Inc. Reference FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. Currently, the 614 ACOMS IT support requirements are presently being performed under the 614 th ACOMS Interim contract FA4610-15-C-0045. The current 614 th ACOMS IT Contract FA4610-15-C-0045 is a FFP/CPFF/COST hybrid contract that expires on 31 Aug 16. There is an acquisition currently being worked by 30 CONS to award a 5-year contract for 614 ACOMS IT support requirements, using NETCENTS II, NetOPs and Infrastructure (SB) Contract. However, the award of the 614 th ACOMS IT Task Order under the NetOps contract is being extended due to the addition of a large project related to the completion of the design, acquisition and installation of the communications infrastructure supporting the renovation of a future site for the 614 th ACOMS. The added project is within the scope of the NETCENTS II, NetOps and Infrastructure contract, and the awardee of the Task Order will be responsible for maintaining the communications infrastructure at the future site. Therefore, the delay in contract award will create a gap in performance from 1 Sep 16 until the projected award of the Task Order during the first quarter of FY17. Due to the critical nature of the 614th ACOMS IT support to national defense and the need for uninterrupted service, it's in the government's best interest to extend the interim contract to InDyne, Inc. The current contract supports the 614th Air and Space Communications Squadron (ACOMS) in supplying 24/7/365 Information Technology (IT) services for the Joint Space Operations Center (JSpOC). Additionally, the contract supports 614 ACOMS IT services for Fourteenth Air Force (14 AF) and Joint Functional Component Command for Space (JFCC SPACE) customers at Vandenberg AFB. The 614 ACOMS mission at Vandenberg is to sustain, integrate, and protect the cyber infrastructure for the world's only JSpOC. The JSpOC is a synergistic command and control weapon system focused on planning and executing United States Strategic Command's (USSTRATCOM's) JFCC SPACE mission. The purpose of the JSpOC is to provide a focal point for the operational employment of worldwide joint space forces, and enable the Commander, JFCC SPACE (CDR JFCC SPACE) to integrate space power into global military operations. The scope of the interim contract is to operate and maintain the IT infrastructure, consisting of multiple networks, numerous C4I systems, and client devices, required for continuous 24/7/365 JSpOC operations. Additionally this contract covers requirements necessary to provide IT services supporting the JSpOC 14 AF and JFCC SPACE customers residing in multiple locations on Vandenberg AFB. Services provided shall follow Government approved standards such as the Information Technology Infrastructure Library framework. Mission assurance for the JSpOC necessitates no breaks in service. The loss of the interim 614 th ACOMS contract poses an immediate risk due to the unique operations and maintenance of JSpOC's critical mission systems. The ongoing acquisition received proposals 11 Feb 16, however, the addition of the new project resulted in all 17 NETCENTS II, NetOps and Infrastructure (SB) contractors being provided another opportunity to propose on the expanded ACOMs requirements. InDyne's intimate knowledge of the systems, configuration, processes and procedures is critical to the efforts associated with documenting system architectures, configurations, processes and procedures to mitigate the risk associated with the transition to the 614 th ACOMS IT Support Task Order in the first quarter of FY17. The 614 th ACOMS cannot afford the time it would take to have another contractor become familiar with their systems architectures, configurations, processes and procedures, and be able to adequately develop the documentation so critical to mission assurance required for the transition to the 614 th ACOMS IT Support Task Order. InDyne's intimate knowledge of the architecture, configuration, processes and procedures to JSpOC mitigate the risk associated with support to the 614 th ACOMS, but also greatly reduce the risk associated with the future transition. Therefore, 30 th Contracting Squadron intends to extend the current contract as a sole source to InDyne, Inc. InDyne, Inc. is the only company capable of adequately providing the critical mission support in a timely manner and without a break in service. The closing date for any responses to this proposed contract action is 15 days from posting of notice on 2 May 16.
