Description
This project will be awarded to the contractor that submits the lowest priced, technically acceptable (LPTA) offer. U.S. Probation Offices Alterations Hiram H. Ward Federal Building and Courthouse 251 N. Main Street Winston-Salem, North Carolina 27101 This project includes complete alteration of the existing space of the Probation Administration located in the Hiram Ward Courthouse in Winston-Salem, NC. The project will include demolition and alterations to the existing Probation Administration space on the 8th Floor after the User is relocated to existing swing space on the 4th floor. Swing moves are not a part of this contract and will be carried out by the Government. The work includes the demolition the central common space and most interior walls and rebuilding the space layout as per the DID's provided by the Government and any other applicable Government standards and codes. Work will also include limited HVAC, plumbing, electrical, sprinkler, Life Safety and hazardous materials abatement activities. The estimated price range is between $100,000.00 and $500,000.00. The Design-Build (DB) Contractor is to provide a proposed project schedule. The following criteria will be used to evaluate whether or not a contractor is technically acceptable for this project: 1.Provide documentation from end users on at least three (3) separate projects of closely similar size and scope indicating their satisfaction with the work of the Offeror, where the Offeror was the prime Contractor. Each project submitted must be approximately five thousand (5,000) square feet, on an upper floor of a multi-story, multi-tenant building, and involve the range and complexity of materials and finishes involved. 2.Provide documentation on at least three (3) separate projects of closely similar size and scope where the Offeror successfully and satisfactorily salvaged for reuse and reinstalled in the work materials similar to the scope and complexity as required by this project. 3.Provide the Offeror's detailed plan for use, application and management of the Offeror's supervisory/management personnel intended to be charged against this project, including functions/tasks/duties to be performed. 4.Provide the Offeror's detailed plan for waste management, collection on site, transport/removal from the site, removal from the government property, and appropriate legal disposal at a third party disposal facility. 5.Provide copies of the Offeror's builder/prime contractor warranties issued within the past three years for at least three (3) separate projects of closely similar size and scope. The warranties must cover both labor and material defects for a period of at least 20 years. 6.Provide a copy of the Offeror's performance response to end user claims against the builder/prime contractor warranties issues within the past five years for at least three (3) separate projects of closely similar size and scope. GSA anticipates issuing a solicitation for this project no later than Tuesday, May 17, 2016. The anticipated proposal due date will be Thursday, June 16, 2016. Oral communications, telecommunications, and faxed inquiries or comments are NOT acceptable as a response to this Notice. Only e-mail responses will be accepted. Please Note: A prospective Offeror that is interested in obtaining a contract award with the Government must be registered in the Federal Government's System for Award Management (SAM) database, formally the Central Contractor Registration (CCR), prior to contract award.
