FedBizOpps Announcement VA528-16-Q-0132 Clarifications from April 12, 2016 site visit for Bath VAMC TV service 1.Is there and alternate location for the antenna array? The current location will only support a small aperture AU9 antenna. That antenna should work according to the EIRP footprint from the satellite manufacturer. The issue I foresee is the weather issues and snow. They way we deal with this is to use the dual 1.2m antenna system which has a very high signal gain. I have attached a picture for your review. All our pics are proprietary and not for general release. This helps to negate weather stressors and provides the high signal gain needed to overcome those stressors. Yes. It can be mounted to back side of the building near the D-Mark. 2.Can we use the side of the building with and approved wall mount near the existing DEMARK to mount the AU9 antenna? This is due to the very long cable run from the planned mount location to the existing DEMARK. It can be mounted to back side of the building near the D-Mark 3.How far is the DEMARK from proposed antenna location in feet? 220ft 4.Is the government aware that the maximum cable run for RG11 is 1200ft and RG6 is 205ft? Yes without the use of and amplifier. 5.Would the government consider Fiber Optic Media converters? No as long as it is used to provide the signal to the D-Mark insertion point. 6.Is the government aware that the HOR DIS system will have to be re-balanced after the installation of any new head-end system? Note: Any signal provided is going to have to move over the customers HOR DIS system and as such is subject to the degradation of an old or poorly maintained distribution system. Yes we are aware that we will need to re-tune our system to the new signal output. 7.How Many channels do the government want to broadcast? The only approved pricing is attached for review. No other pricing is authorized by DTV. 78 as specified on the SOW. 8.Does the government want an inclusive Digital Signage/Emergency Notification system at no additional cost? No. 9.Does the government understand the contractor cannot be responsible for a quality picture Demodulated on a TV connected to a substandard HOR DIS system, or if the HOR DIS system is made up of components that are outdated and do not support a digital signal? Yes. 10.What are the Property Access Procedures? Temporary badging while on site or escort? Temporary badging while on site. 11.What is the current channel count? 89. 12. How many VA channels need to be included in the channel lineup and what are the channel numbers? 78. 2-79 per the SOW. 13. How many floors does Bldg 76 have? 8 including attic space & ground floor. 14. Will BLDG Blueprints be provided? Yes for building 76. The rest of the facility is not part of the SOW to provide signal to the D-Mark location. 15. Will HOR DIS information be included on the Blue Prints? No. The D-Mark located in building 76 is the head end for the station cable network that is owned and operated by the VA. Can the VA provide cable drawings to include the RG11, 6 and 59 as well as CAT5/6 cabling runs to the rooms that have TV screens? No. The SOW specifies the provision of a signal at the D-Mark location. Can the VA provide the internet bandwidth currently available into the hospital? The internet is restricted by VA IT and is unable to be used for TV distribution. Can the VA provide pictures of the Comm Closet at each floor, the Equipment racks in room 179 and the "D" Mark injection point on the wall in room G117 just outside of room G119 Only drawing s will be provided of the represented areas. One of the three antennas on the roof appeared to be an off air receive only antenna- can you confirm? If off -air antenna what equipment is connected and where? 2 Antennas are utilized to our High Band radios for transmit & receive. 1 is a satellite phone antenna for emergency use only. The walk through only included building 76- the SOW references buildings 7,10,14,24,34,35,44,76,78,92 & 104, does the VA intend to have the vendor deliver services to the additional buildings as well? The D-Mark location specified in the SOW located in building 76 is the head end for the station cable network that is owned and operated by the VA. Vendors were not allowed to take any pictures of closets, requesting the VA would forward as part of the RFQ amendment. Only drawing s will be provided of the represented areas. Question - is this a sealed bid process, best value evaluation factors, or Lowest Price Technically Acceptable quotes? Answer - this a Lowest Price Technically Acceptable by quotes offered, and not sealed bids.
