- The Naval Air Warfare Center Weapons Division, China Lake, CA intends to procure on an other than full and open basis from PAE Aviation and Technical Services, 901 Lincoln Drive West Suite 200, Marlton NJ 08053-3131, a nine (9) month extension of Contract N00421-11-C-0031 (Sol. N00421-09-R-0140) for organizational level maintenance support services in support of the Naval Test Wing Pacific, with two 3-month options that will not be exercised unless there are delays in contract award. *PROCUREMENT TYPE This requirement is an extension to the current contract for continued support until the competitive follow-on contract is awarded. This effort is advertised as sole source in accordance with FAR 6.302.1 due to the unacceptable gap of specialized service that would occur by competing the extension requirement. The gap would result from the lengthy time period that any other source would have in hiring the skilled workforce with the specific certifications within the time available. The scope of the extension effort encompasses maintenance support on aircraft, systems/subsystems (including but not limited to engines, avionics, environmental, egress, cryogenic, weapons, hydraulic, electrical, etc.), aircrew systems, Search and Rescue (SAR) equipment, and Support Equipment (SE) for which NTWP has or takes maintenance responsibility. NTWP maintenance responsibilities include assigned aircraft (rotary, fixed, lighter-than-air, and unmanned), aircraft on-site for project testing, transient aircraft, FMS aircraft, loaner aircraft, training aircraft, and leased aircraft. This notice of intent is not a request for competitive proposals; however, any firm believing it can fulfill the requirement identified above may submit a written response to be received at the Contracting Office no later than 15 days after the date of publication of this notice, which shall be considered by the agency. The written response shall reference solicitation number N00421-09-R-0140 and provide a capability statement that clearly indicates the firm's experience, assets, background, and ability to perform the required work without compromising the quality, accuracy, reliability, and schedule. The synopsis for Request for Proposal (RFP) N68936-15-R-0077 for the follow-on contract was posted on the FEDBIZOPPS website at http://www.fbo.gov/ on 21 March 2016 and amended 31 March 2016. All responsible sources must be registered in the System for Award Management (SAM) database at the following website: https://www.sam.gov/portal/public/SAM/. Written responses shall be submitted by e-mail to the point(s) of contact listed below or mailed to the Contracting Office Address listed below no later than 15 days from this notice date.
