- Description
- Intend to award sole source based on FAR 6.302-1, Only One Responsible Source. This is a sources sought technical description to determine the availability and technical capability of potential contractors to provide engineering support services for the ALR-67(V)3 and the ALE-50B. The ALE-50B is an expendable decoy system and the ALR-67(V) is a threat radar signal detector. The software engineering support will enhance the Operational Flight Program (OFP), the User Data File (UDF), the User Data File Generator (UDFG), firmware, and develop tools when applicable to support the ALR-67(V)3 and the ALE-50B currently in the Navy's fleet on the FA-18A through F aircraft and on Foreign FA-18A-D and FA-18E/F aircraft and provide products and services for Foreign Military Sales (FMS). This work is currently being performed by Raytheon Company under a sole-sourced, Cost-Plus-Fixed-Fee (CPFF) contract, N68936-12-D-0018. Interested parties are requested to submit a white paper outlining their capabilities to perform engineering support services for the ALR-67(V)3. In order for companies to specifically respond to this sources sought, a draft Performance Work Statement (PWS) is available electronically as an attachment to this synopsis. Written responses shall be no longer than ten (10) pages and shall be submitted via email to juliana.luna@navy.mil NLT 10:00 AM PST; 16 May 2016. This notice of intent is not a request for competitive proposals. Interested parties are advised that the information submitted may not be used for a procurement action. This sources sought is for informational purposes only. It does not constitute a solicitation and shall not be construed as a commitment by the Government. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for the preparation of responses to this announcement. Any information submitted by respondents to this technical description is strictly voluntary. There will be no formal acknowledgement or response provided to firms that submit information responding to this announcement. Any firm believing it can fulfill the requirement identified above may submit a written response which shall be considered by the agency. The written response shall reference solicitation number N68936-16-R-0016 and provide a capability statement that clearly indicates the firm's experience, assets, background, and ability to perform the required work without compromising the quality, accuracy, reliability, and schedule. The solicitation or Request for Proposal (RFP) will be posted on the FEDBIZOPPS website at http://www.fbo.gov/ on or about 4th Quarter FY 2016. All responsible sources must be registered in the System for Award Management (SAM) database at the following website: https://www.sam.gov/portal/public/SAM/.
