Description
Specific Tasks: The standards and methods used during the project shall adhere to the requirements of the Santa Clara Pueblo THPO. Project objectives include but are not limited to: performing reconnaissance and archaeological site monitoring, gathering and maintaining data on sites of cultural importance to Santa Clara Pueblo, assisting with project oversight and review when a Pueblo member is required during project planning and construction, assisting in consultation with Federal agencies, providing monitoring support for construction projects and responding to inadvertent discoveries, creating and maintaining a database of cultural resources information, and completing standard archaeological recording forms for historic properties. Mitigation Tasks. The Santa Clara Pueblo shall employ a Field Technician to complete tasks related to cultural resources mitigation through the protection and preservation of historic properties. This individual will attend meetings and training regarding all cultural resources for the Pueblo and work closely with THPO staff on all issues. The following tasks will be completed on an as-needed basis during the contract period of performance:Performing reconnaissance and archaeological site evaluation. This position will assist in identifying and documenting cultural and historical resources throughout the Santa Clara Pueblo Indian Reservation. The Field Technician will focus mainly on the areas of high importance which are the areas that were impacted by the 2011 Las Conchas Forest Fire. Assisting with project oversight and review during project planning and construction when such oversight and review must be performed by a Pueblo member Assisting in consultation with Federal agencies required to make sure historic properties, particularly those of a sensitive nature, are properly protected.Supporting the need for monitoring of historic properties and areas of cultural significance to the Tribe during project implementation. Assisting in response to inadvertent discoveries during project implementation, including those that will follow the process in the 2015 NAGPRA Burial Plan of Action between the Pueblo and the Corps. Interacting with the Corps and its Contractors as a liaison of the THPO office during project implementation. Maintaining a searchable database of documented historical and cultural resources.Preparation of National Register nominations.Conducting resiliency planning for the community.Development of a variety of documents including, but not limited to site maps, photographs, surface artifact analysis forms, field notes, site monitoring forms, site records, and condition assessment documents. Project Area Access. All of the land containing historic properties subject to the work described herein is located on the Santa Clara Pueblo Reservation. Portions of the project area remain hazardous as a result of the 2011 Las Conchas Wildfire, and the Santa Clara Creek floodplain is susceptible to large, damaging flood events. Semi-Annual Summary Report. Due to the sensitive nature of the cultural resources information being gathered as part of this contract, Santa Clara Pueblo will not be required to submit site-specific data to the Corps or to the New Mexico Cultural Resources Information System (NMCRIS) database. In order to inform the Corps of the work accomplished by the Field Technician as part of this contract, the Santa Clara Pueblo THPO will provide a summary report twice annually. The summary report will provide details on how many hours the Field Technician spent on each of the tasks from section 5.1 of this contract. The report will also provide a summary of how many sites were recorded, monitored, and/or evaluated, and how those actions improved cultural resources management on the Santa Clara Pueblo Reservation.
