- Instructions to Offerors 52.212-1 PO Terms and Conditions 52.212-4 Provisions and Clauses 52.212-5 Statement of Work This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 "Streamlined Procedures for Evaluation and Solicitation for Commercial Items," as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation document will not be issued. Submit offers on RFQ-RML-E-1785660. This solicitation is a request for quotes (RFQ).The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-87-1 03/16/2016. The associated North American Industry Classification System (NAICS) code for this procurement is 311119 with a small business size standard of 500. This is not set aside for small business. The National Institute of Allergy and Infectious Diseases (NIAID), is seeking to purchase Laboratory Animal Feed and Bedding per the attached Statement of Work. This will be a base year with a period of performance of 6/1/2016-5/31/2017 and four option years (Option 1 6/1/2017-05/31/2018; Option 2 6/1/2018-05/31/2019; Option 3 6/1/2019-5/31/2020; Option 4 6/1/2020-5/31/2021). All interested parties should submit quotes based on the criteria detailed in the Statement of Work attached to this RFQ. Offerors must quote all products listed for the base year and all 4 option years and must state shipping costs for each year. Offerors shall include an explanation of their Quality Assurance Plan, Food Safety and Certifications, and Contingency Plans as outlined in the Contractor Requirements section in the attached Statement of Work. This acquisition will be administered by Intramalls LLC and the successful vendor must be registered with Intramalls before the Period of Performance begins. Orders will be entered weekly, and must be consolidated to one bi-monthly or monthly invoice. FOB Point shall be Destination; Bethesda Maryland Place of Performance: NIH Campus, Bethesda MD 20814 Multiple delivery locations on the NIH main campus; see Statement of Work attached. Submission Deadline and Point of Contact: Submissions shall be received not later than May16, 2016 4:00 p.m. MDST. Evaluation Criteria: The following factors shall be used to evaluate the offer: 52.212-2 Evaluation -- Commercial Items (Oct 2014) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) technical capability of the item offered to meet the Government requirement; The offeror shall demonstrate in their quote their capability to provide feed and bedding in accordance with the technical specifications provided in the statement of work. (ii) price; The Government will review the offeror proposal to determine if it is fair and reasonable based on market prices and historical prices. Option year prices will be included in this review. (iii) delivery: The offeror shall demonstrate their ability to deliver feed and bedding on a weekly basis to multiple locations on the NIH campus in Bethesda, MD. Cost for delivery will be reviewed to determine if they are fair and reasonable based on market prices and historical prices. (iii) past performance (see FAR 15.304); The offeror shall provide past performance providing similar products in the past five years. Information shall include what was provided to whom to include contact information, phone and email address. (iv)quality assurance and contingency program. The offeror shall document their plan for quality assurance in sourcing, manufacturing and storing feed and bedding prior to delivery to NIH. The offeror shall also document their contingency plan for uninterrupted service to NIH in the event of a short term national or local emergency lasting not more than one month, PROVISIONS AND CLAUSES The government intends to award a single firm, fixed price purchase order as a result of this solicitation that will include the terms and conditions set forth herein.
