- ******QUESTIONS AND ANSWERS******** -I just wanted to confirm that this solicitation is only requiring role players on one day and you do not require Incident command SME's or S&E SME support for this solicitation? Answer- Correct, this is a 1 day event and does not call for IC or S&E support -I want to confirm that all role players are to be screened prior to arrival? Answer- Correct, all role players are required to be screened prior to arriving at exercise -Are there any other solicitations out for the HRF EXEVAL after the CTE? Answer- We do not have an EXEVAL this year, however I am currently working on a second request. July 19-21-2016 (CTE) a. General Requirements: "Water, tables and chairs. Heating or cooling areas as required by weather conditions." Please provide more detail on environment to be used for training with clarification on the heating/cooling areas. Answer- Typically the heating/cooling areas are tents like structures that provide shelter from the heat (air conditioning) or cold (heat) for the role players. The training exercise is in late May in Dayton, OH and calls for water decontamination. In regards to the mannequins requested under d. Mannequin Support, please clarify the quantity of adult, pediatric and infant simulators needed for this exercise. Answer- Mannequin QTY requested is 10 and they can be all adult for this event. Will the government provide guidance on the office to use for criminal background checks? Answer- I have no guidance on the criminal background checks, but would suggest starting with the local police departments. Is this a follow-on requirement? If so, could you please provide the incumbent contract number for this opportunity? If not, is this a new requirement? Answer- This is a new requirement. 1. How far is the parking area that will be used by the Role Players and support staff from the actual exercise area? Is it close enough to walk? Or will transportation be required to move the Role Players? Answer- - Parking is within walking distance (less than 1/4 mile). 2. The solicitation mentions a requirement to "arrange for internet access." Can the government further explain this requirement? For whom? What purpose? Is this WiFi? Or just use of personal cellular service smart devices? Answer- This requirement is no longer needed 3. Can the government clarify the difference between a Casualty Role Player and a Displaced Civilian Role Player? Will the Displaced Civilian RPs also be expected to receive moulage treatment? Answer- Casualty role player will go through decon and be assessed by the medical team by priority. Looking for 10 Displaced Civilian - Will affect the rear area ops. 4. Will the Displaced Civilian RPs only be utilized at the beginning of the exercise? Or will they be recycled as Displaced Civilians or can they be recycled as Casualty Role Players? Answer - We recycle them into as role players 5. Is there a maximum or preferred length for the proposals? Answer- No 6. After the initial insertion of the 25 Casualty RPs at STARTEX, what is the desired insertion flow rate for the remainder of the exercise period? Ie., how many RPs per hour? Answer- Should be the 25 RPs every hour. Usually time is about 30-45 mins per iteration 7. Will all Displaced Person RPs and Casualty RPs undergo a decontamination process during each processing round? Answer - The casualty role/DPs players will be decon'ed each round. 8. What is the range and average amount of time that it will take for Casualty RPs to be processed through Triage, Decontamination, Medical? Answer- Usually time is about 30-45 mins per iteration. 9. What is the quality level of Moulage and injury portrayals desired? Ie. "Hollywood style"? Or other level? Answer- Hollywood. With injury tags for priority and injury info. 10. Are Past Performance references required or desired? Answer- Past Performance References are not required but can be included. What, if any, wage determination (WD) is applicable for the role players? If a WD does apply, please provide a copy. Answer- Yes this is covered by the Services Contract Act. The Wage Determination shall be made for Montgomery County Ohio, the Place of Performance.
