- The Federal Aviation Administration (FAA) is seeking competent and qualified contractors interested in providing offers for the replacement of existing Visual Approach Slope Indicator (VASI) with Precision Approach Path Indicator (PAPI) for Runway 23 at Terre Haute International Airport, Terre Haute, IN. This is not a Screening Information Request (SIR) or Request for Proposal (RFP). See Section III for documentation required to be submitted and evaluated to determine which vendors receive the solicitation. SECTION I REQUIREMENT SCOPE This project consists of replacing the existing VASI with a PAPI at the airport referenced above. The work to be done includes removal of existing VASI system and foundation, installation of Government furnished PAPI system, new foundation, replacement of transformer, trenching, conduit/cabling, duct work and other required electrical work, grading of the site, and installation of new asphalt access road to the site. All work will be completed in accordance with the project specification and drawings provided with the soliciation. The estimated value of the proposed construction project is between $100,000.00 and $250,000.00. Contract period of performance will be 20 working days. The awarded project is estimated to begin in July 2016. PAYMENT AND PERFORMANCE BONDS WILL BE REQUIRED AS PART OF THE SOLICITATION. SECTION II- CONTRACT TYPE AND EVALUATION CRITERIA FAA anticipates award to the responsive and responsible offeror whose offer results in the lowest total price. The North American Industry Classification System (NAICS) is 237990, Other Heavy and Civil Engineering Construction. The small business size standard is $36.5 Million. This procurement is a set aside for Very Small Businesses within the referenced NAICS of 237990. A Very Small Business is one whose gross receipts over the last three years have averaged 50% or less of the applicable NAICS. To qualify as a Very Small Business under NAICS 237990, a firm s average gross receipts over the past three years must be $18.25 Million or less. SECTION III- GO/NO GO CRITERIA The initial information submitted will be evaluated on a Go/No-Go basis. Prospective offerors must receive a Go on all of the following criteria to be considered a viable offeror and receive the solicitation. The Government reserves the right to perform clarifications/discussions with any offerors. To receive a Go rating the offeror must have 5 years of experience performing the specific type of work described in Section I at an active airport or other FAA/life safety facility, and must provide past experience information for three projects of the same size/scope that have been successfully completed within the last five years. All provided past experience must include contract number, dollar value, duration, and project owner point of contact, with phone number and email. Responding companies must be able to provide the necessary bonding for a project of this size (construction estimate of $100,000.00 to $250,000.00). Responding firms must submit the following completed documents (attached to this announcement): 1. Business Declaration 2. Sensitive Security Information Form 3. Past Experience Information The information provided will also be used as part of the responsibility determination. Responses must be emailed to jeffrey.adkins@faa.gov, no later than 4:00 PM CDT 5/5/16. Please place "Attention: Terre Haute PAPI project in the subject line of your email. No telephone requests will be accepted. Requests received after this date and time will not be honored. Failure to submit all required information may cause the request for solicitation to be deemed non-responsive. Solicitation packages will be provided to the first 10 requestors receiving a Go rating on their submission. NOTE: Contractors must have an active registration in the System for Award Management (SAM), www.sam.gov before award can be made.
