- PRESOLICITATION NOTICE - NEGOTIATED ACQUISITION FAR PART 15 - COMPETITIVE SMALL BUSINESS SET-ASIDE THIS IS A PRESOLICATION NOTICE ONLY - The Health Resources and Services Administration (HRSA), Maternal and Child Health Bureau (MCHB) is planning to issue a solicitation to provide technical assistance in distance learning technologies, online collaboration technology, and appropriate implementation strategies to the Division of Maternal Child Health Workforce Development (DMCHWD) grantees and the Office of Epidemiology and Research, Division of Research grantees. The solicitation will be issued as full and open, small business set-aside with a period of performance of twelve (12) months with four (4) option periods of twelve (12) months each. The Government intends to issue a solicitation on or about May 11, 2016. The required services will be procured in accordance with FAR Part 15 - Contracting by Negotiation. The North American Industrial Classification System (NAICS) code for this acquisition is 541990, and the size standard is $15.0M. Description This requirement will support the efforts of DMCHWD and Division of Research grantees, trainees, and staff, as well as state Title V staff and the broader Maternal Child Health (MCH) community by administering technical assistance in distance learning technologies, online collaboration technology, and appropriate implementation strategies. This technical assistance will foster sharing of real-time best practices, communication, and dissemination of HRSA priorities to the MCH community. This contract will improve the knowledge, skills, and experience of grantees, trainees, state Title V staff, and the broader MCH community to better utilize technology for communication of effective evidence-based or evidence-informed practices, continuing education, strategic collaboration, and dissemination of cutting-edge scientific findings in a timely and efficient manner. Services include providing 18 technical assistance webinars, 400 one-on-one TA occurrences, creation and maintenance of grantee databases, 6 (six) theme-related web package updates, maintenance and updates to online tools of engagement, and dissemination of best practices and resources. All future information regarding this acquisition, including the solicitation and any amendments, will be distributed solely through the FedBizOpps website (www.fbo.gov). Copies of the solicitation document and its related documents, as appropriate, will be posted at this website. Interested parties are responsible for monitoring the FedBizOpps website to assure that they have the most up-to-date information regarding this acquisition. The Government will not reimburse interested parties for any costs associated with responding to this notice.
