Description
THIS IS A PRE-SOLICITATION NOTICE TO ANNOUNCE THE PROPOSED CONSTRUCTION OF COMMUNITY LIVING CENTER. The Department of Veterans Affairs, Charlie Norwood VA Medical Center, 1 Freedom Way, Augusta, GA 30901 intends to issue a Request For Proposal; Number VA247-16-R-0305 for project #509-326 titled "Construct Community Living Center" on or about 11 May 2016 on Federal Business Opportunity (FedBizOpps) website at www.fbo.gov. This is not a solicitation. This is a pre-solicitation notice to announce the proposed construction of Community Living Center. This is 100% Service Disabled Veteran Owned Small Business Set-Aside (SDVOSB).. In order to be considered for award SDVOSB contractors shall be CVE registered and verified in www.VIP.VETBIZ.gov at time of proposal due date. North American Industry Classification System (NAICS) Code is 236220-Commercial and Institutional Building Construction. SBA Size Standard is $36.5 Million You must be registered with the official U.S. Government "System for Award Management (SAM)" at the following website; https://www.SAM.gov to receive a Government contract award. Magnitude of Construction is between $5,000,000.00 and $10,000,000.00. As authorized by FAR 5.102 solicitation dissemination is limited to electronic medium and the VA will not provide hard copies. The solicitation, consisting of various bid documents, specification, forms and drawings will only be available on www.fbo.gov. It is the responsibility of the offeror to ensure a complete solicitation package is downloaded from Federal Business Opportunity (FBO) website, and monitor the www.fbo.gov website for amendments to the solicitation. This project is to supply all necessary tools, labor, material, equipment, software, permits, licenses, and supervision to complete the construction project as illustrated in the drawings and specifications. The Community Living Center is divided into two phases. Phase 1 will renovate the Building 110 Wing 1E and construct the atrium. The 1E Wing will be completed prior to renovation of the adjacent 1D wing. The second phase is the renovation of the 1D Wing. The government intends to award a negotiated firm fixed price contract. The project requires a general contractor to coordinate the various trades. Trades to be utilized will be predominately mechanical, electrical, plumbing, carpentry, landscape, and laborers. A pre-bid site visit will be held with interested contractors and date will be identified in the solicitation. The site visit is not mandatory, but highly recommended. All work will be in strict accordance with all applicable State, Federal, VA Laws and regulations, and applicable code requirements. The duration of construction is completion within five hundred forty-five (545) calendar days after receipt of Notice to Proceed. The proposals will be evaluated using a best value source selection process. The selection process will evaluate such factors as relevant medical experience, contractor organization, contract management, technical approach. Pro forma Information such as bonding and financial capability will also be required to meet the minimum requirements of the solicitation. All evaluation factors, other than price, when combined, are considered significantly more important than price. The government will make award to the responsive offeror that offers the best value as set for in the solicitation.
